From left to right standing: Council Members Kim Langmaid, Barry Davis, Sam Biszantz and Kevin Foley were sworn in. Davis was appointed mayor and Reid Phillips was appointed mayor pro tem, each for two-year terms.

Discussion on Ord. No. 32, Third Supplemental Budget of 2025
- Staff presented the third supplemental budget of 2025. Across all funds, the supplemental proposes a net increase in expenditures totaling $6,371,816 to the 2025 budget. The majority of this amount, or $4,541,280, is attributed to expenditure increases previously approved by the Town Council that now need to be caught up and reflected in the budget. Revenues across all funds are proposed to increase by $6,747,266 with the majority of adjustments coming from investment earnings, grants and Real Estate Transfer Tax collections. Council was supportive.

Discussion on Ord. No. 31, Rezoning Certain Property in West Lionshead to the Lionshead Mixed Use 2 Zone District
- The applicants are requesting the rezoning of three parcels in West Lionshead to the Lionshead Mixed Use 2 Zone District. Next steps will include a preliminary development agreement, followed by subdivision applications regarding the relocation of the South Frontage Road and rezoning requests. Council approved the ordinance on second reading.
Town Manager Report
- Town Manager Russell Forrest had nothing to add to his written report.
Actions as a Result of Executive Session
- There were no actions as a result of executive session.
Public Comment
- Beth Howard, Chief Operating Officer of Vail Mountain, gave an update on the opening of the winter ski and snowboard season. A highlight includes 50 live music performances slated to take place.
- Tim McMahon welcomed the new council members and asked for donations toward his court fees.
- Bill Jensen congratulated the new council members and thanked all council members for their service. He encouraged the current and future councils to focus on community and creating local housing opportunities similar to the Chamonix Townhomes.
- Ian Grask asked that the town ensure its rates for electric vehicle charging are set at a break-even point. He also echoed Bill Jensen’s request for additional larger, family-oriented locals housing.
- Peter Noble thinks this will be a well-balanced council and looks forward to more public-private partnerships.
