VLMD Review of 2025 Operating Plan

Sitting as the Vail Local Marketing District, members heard a recap of 2024 efforts and reviewed the budget and operating plan for 2025. The operating plan and budget reflect the beginning of the transition to a Destination Marketing Organization (DMO). As presented, the VLMD's business objective is to drive responsible year-round revenue growth in Vail by targeting overnight guests who stay longer and spend more, while effectively communicating community and brand values. Areas of focus include increasing mid-week and lower demand time period stays. In support of the objective, 2025 priorities include: optimize visitation, build loyalty, lead stewardship and brand positioning. Council was supportive of the plan, with additional budget questions to be addressed at a future session.

Single Use Plastics - Student Presentation

Declan Cunningham, Vail Mountain School student and Aidan Kinsley, Walking Mountains intern and recent graduate from Colorado College, provided information on single use plastic policies that other peer-resort communities have implemented. Town council was impressed with the presentation and staff will return with options for single use plastic regulations for consideration in Vail.

Spruce Beetle Mitigation Update

Staff provided an update on efforts to mitigate a newly identified Spruce Beetle infestation on a Town of Vail-owned stream tract property. Per the town’s Stream Tract Forest Management Plan, an RFP has been issued to solicit qualified companies to remove the 26 infested trees during the fall of 2024. In 2025, the area will be monitored for additional beetle activity and if new trees are identified they will be removed as well.

Adoption of Building and Fire Code Update

The Town Council heard a presentation on the proposed upcoming adoption of new building and fire codes. The codes are intended to provide minimum requirements for a reasonable level of safety, health, and general welfare to the residents of the town and are updated on a three-year cycle. This allows for the codes to stay current with continually changing laws, practices, and technology that affect the construction industry. An ordinance will come before the council in October.

Contract Award to MW Golden Constructors for the Artist in Residence Studio

The town received two bids for construction of the Artist in Residence Studio. Staff requested authorization to award the contract to MW Golden Constructors, which was the lowest bid and came in within the current budget for the project. In thanking the council for its support, Lindsea Stowe of the town’s Art in Public Places board noted the building itself will be an artistic statement. The contract award is for approximately $1.2 million and the project is scheduled for substantial completion by May 23, 2025.

Public Comment

Paul Seidman of East Vail expressed concerns about speeding in his neighborhood and on I-70. He also mentioned the use of engine brakes on I-70 as a nuisance.
Town Manager Report

Deputy Town Manager Kathleen Halloran congratulated the town’s Communications Department on its recent recognition by the City-County Communications & Marketing Association for the town’s 2023 annual report. She also announced the upcoming groundbreaking ceremony for Timber Ridge, scheduled for noon on Oct. 9.
