Vail Local Housing Authority Interview
- Due to a scheduling issue during the last meeting, the Town Council interviewed Christine Santucci for a vacancy on the Vail Local Housing Authority.

Joint Meeting with Vail Recreation District on Dobson Arena Remodel
- The Vail Town Council and Vail Recreation District Board heard an update on refined program options and corresponding construction cost estimates generated by the project team for the Dobson Arena remodel project. Option A, a repair and refresh, is the least expensive but does not meet the outcomes either board wishes for the facility. Option B stayed within the original budget while meeting most wish list items as well as the long-term goals of the project. Option C, a full redesign, includes all desired elements but vastly exceeds the target budget. A subsequent evening session on the topic garnered unanimous Town Council support for a version of Option B. The next step is the design development phase, anticipated to last until October. Members of both boards complimented the project team.

West Middle Creek Total Budget and Schedule Update
- Town staff and Corum Real Estate Group presented an update on the West Middle Creek local’s housing development. The schedule calls for excavation and site work to begin as early as October of this year. The project goes to the Design Review Board on June 7. Staff will be back in front of Town Council on June 18 with information on financing.

Short Term Rental Update
- The Town Council has received a proposed ballot measure to update the short-term rental code. As proposed, the measure increases the regulations of STRs by limiting the number of licenses allowed outside of the Village Core and requires a minimum two-year ownership period in before applying for a short-term rental registration from the town. Staff research indicates the initiatives in the proposed ballot measure do not require voter approval, but could be implemented by Town Council action. In addition, the town has received legal advice not to pursue changes to the STR code that would increase regulations due to hundreds of active lawsuits across the county. Additional information will be provided and further discussion will take place.

Discussion of Ordinance No. 6, Amending the Vail Town Code to Rename the Current Housing -1 and Housing-2 Zone Districts and to Establish a New Community Housing Zone District
- Staff is proposing an amendment that will change the names of the housing districts from Housing to Community Housing and add a third district with a maximum height limit between the two existing height limits. This update is recommended by the Vail Local Housing Authority and is intended to provide an additional housing district with an intermediary height. Council was supportive.

Discussion of Ordinance No. 7, Amending the Vail Town Code Regarding Private Property Drainage
- Town Engineer Tom Kassmel presented an ordinance based on a previous discussion with the Town Council regarding private property drainage. The Town Code does not currently fully address water runoff from public roads onto private property or vice versa; nor the maintenance of private driveways within the public way. Council requested an addition before second reading which clarifies that if the town is responsible for changing the drainage pattern to a property, the town will remedy the issue.

- There were no actions as a result of executive session.
Public Comment
- During the discussion on short term rentals, Lindsea Stowe spoke in favor of additional regulations.
- Bob Armour gifted the Town Council a flag to hang on the big blank wall behind them during their temporary stay in the Grand View Room.
- Rick Sackbauer thanked town staff for quick clearing and cleaning of the Golden Peak pickleball courts this spring.
