Discussion of Adoption of the 2020 Model Traffic Code
- Staff presented a new model traffic code for Town Council consideration for adoption. Currently, the town is operating under the 1977 Colorado Model Traffic Code (MTC). Staff is requesting the 2020 Colorado Model Traffic Code be adopted, with amendments. These changes will allow the Town of Vail to adopt the 2020 MTC while still maintaining the safety standards the town has established and the ability to address circumstances unique to Vail. Staff will come back with a comparison of penalties from other jurisdictions prior to Town Council consideration and adoption.

Planning Application and Public Way Permit Fees Discussion
- Staff is recommending an update to fees charged for planning applications and public way permits. These fees have not changed since 2001 and 2008, respectively. Since that time, the Town of Vail’s costs have increased significantly. Suggestions from the discussion on March 19 have been included in this iteration of the proposed fees. Additional Town Council feedback will be incorporated into a resolution with an updated fee schedule that will be brought back for consideration.

Transit Update on the Hiker Express Shuttle
- Staff is proposing running the Hiker Express again during the summer of 2024 following the same schedule as 2023. Daily service would be provided from May 31 through Sept. 2 and then Fridays through Sundays from Sept. 6 through Oct. 13. The 30-minute service would be provided from 7:45 a.m. through 4:45 p.m. While last year the service was grant funded, those funds are not available for 2024. It is estimated that this would cost approximately $95,000 and would not require any additional FTE. Town Council was supportive.

Interviews for Planning and Environmental Commission Members
- Four vacancies exist on the Planning and Environmental Commission; the Town Council interviewed eight applicants: William Jensen, Robert Lipnick, John Rediker, James Schoonover, Brian Sipes, Douglas Smith, Brian Stockmar and David Tucker.

Discussion of Ord. No. 3, First Supplemental Budget Adjustments of 2024
- Staff gave an overview of requests for adjustments to the 2024 budget. Since first reading, the largest changes include the transfer an additional $2,472,500 from the General Fund to the Timber Ridge fund based on updated estimates for construction costs with the majority of the estimated cost increase related to the construction of a new bus stop; and funds to continue the summer Hiker Express bus service in 2024.

- There were no actions as a result of executive session.
Public Comment
- Tim McMahon related a conversation he had with CDOT regarding pedestrian safety and the responsible agency for lights at Dowd Junction. He also complimented town staff on keeping the town and parking structures clean.
- Brittany Franke from Intermountain asked about additional speed control measures in the neighborhood.
- Andreas Harl echoed comments about speeding in Intermountain and remarked on close calls in the neighborhood.
Town Manager Report
- Town Manager Russell Forrest gave an update on continuing efforts to ensure funding for the entire West Vail auxiliary lane project, specifically a two-mile portion of the project that is under threat of not be completed due to rising costs. This section is of particular importance to the town and all of Eagle County. Vail and its partners are continuing to push CDOT to prioritize funding for the critical stretch of I-70 known as the “Narrows.” He also gave an update on the status of the council-led strategic plan development process underway.
