Happy New Year Superior!
2023 was a productive year for the Town of Superior, but 2024 will be even busier, so get ready!
Our top priority continues to be the Marshall Fire recovery. Seventy-five percent of homes are already rebuilt or are under construction. We will focus on the remaining 25%, doing whatever is needed to help those survivors rebuild and recover.
We will continue to prioritize economic development. We saw a dozen new businesses come to Superior in 2023, and with the first businesses opening on Main Street in Downtown Superior, we are expecting a similar surge in 2024. We plan to activate Main Street with our new civic space, a new commons area and new events.
We will also continue to focus on our infrastructure. Our biggest project will be the reconstruction of Rock Creek Parkway, which will start in the Spring. We’re also planning future investments in our parks and pools.
As to Rocky Mountain Metropolitan Airport, the Town has retained counsel and will continue advocating for actions that will reduce noise over Superior and improve the quality of life for our residents.
Within the Parks, Recreation and Open Space Department, we plan to re-open the rebuilt Big and Little Sagamore Parks as well as Children’s Park. I’ve had the pleasure of meeting many Marshall fire survivor families who can’t wait for these gathering spaces to come back to life.
We will also see the start of construction on Central Park in Downtown Superior.
We will continue to offer our traditional events like Chili & Beer Fest, 4th of July, National Trails Day, but also look to add new events as we did in 2023 like the Summer Concert Series, Flick ‘N Float and Winter Fest.
The Superior Community Center will continue to skyrocket in popularity, hosting game nights, live music and other fun events and will likely welcome close to 100,000 visitors in 2024.
And, of course, we will be inviting the goats back to munch on our open space areas.
We’ll end the year with a Town Board election and a vote on our Home Rule Charter.
That’s just a small summary of what we will be focusing on in 2024. It will be a busy year, but we’re ready to get to work. As always, it is an honor to serve you. Here’s to a great 2024!

New year means a new art exhibit at the Superior Community Center!
A new year means new art!
The Plein Air Painting Exhibit will be showing at the Superior Community Center (1500 Coalton Road) from Jan. 5 through March 29.
Join us for the Plein Air Painting Exhibit's Opening Reception on Jan. 18 from 6 to 7:30 p.m. at the Superior Community Center (1500 Coalton Road). Here, you can meet the artist behind these works while enjoying live music and snacks. This event is free and no registration required. We'll see you there!

Board approves two contracts for the Rock Creek Parkway Reconstruction project
During the Dec. 11 Board meeting, the Town Board approved two contracts associated with the Rock Creek Parkway Reconstruction project. This included a design contract for the reconstruction of the Rock Creek Parkway roadway surface from McCaslin Boulevard to Pitkin Avenue.
The second contract was for restriping and pedestrian crossing improvements. The new roadway will be restriped such that we maintain two lanes in each direction, but the lanes will be narrower to help reduce speeds and widen the existing bike lane, as well as allow a small buffer between bikes and cars.
In addition, the project will look at pedestrian crossing improvements along the corridor.

Residents have two options for Christmas tree recycling
After the holidays, don’t throw your Christmas tree in the trash. Live trees are biodegradable, which means they can be easily reused or recycled for mulch, compost and other purposes. Here are two recycling options:
First, let the Scouts do the heavy lifting For the 25th year in a row, your local Scouting troop (joint troop 69/278/575) is recycling Christmas trees. After scheduling a pickup, please have trees out, with all decorations removed, by 8 a.m. on Saturday, Jan. 6. Scouts and their families volunteer their time to help with this activity. A $15 to $20 donation is greatly appreciated and will go directly towards supporting Scout camps and other activities. Visit the Scouts' tree pickup registration page to schedule a pickup and make a donation.
Second, recycle your Christmas tree at Superior's Yard Waste Site If you miss the Scouts' collection event or want to recycle your tree earlier, you can bring your tree (free of ornaments, tinsel, and decorations) to the Superior Yard Waste Site (2125 Honey Creek Lane). It will be open every day for Superior residents from 8 a.m. to 5 p.m. until Jan. 31, and the collected trees will be made into mulch or compost.

Ready, set, shovel! Snow removal season is here.
In Superior, all snow, sleet and ice obstructing a sidewalk must be removed by the owner within 24 hours of the end of each snowfall.
Superior's municipal code regarding the removal of snow and ice (Sec 11-1-20) has been updated with Subsection C, which gives owners 24 hours after a warning is issued by a code enforcement officer to correct the violation, after which a Municipal Court summons may be served.
Get a workout in and help keep Superior's walkways safe and accessible by removing snow and ice promptly after a snowfall ends.

Snow Busters help keep sidewalks safe for pedestrians. Sign up to give or receive help.
The Snow Buster volunteer program exists to assist residents who report they are physically and financially unable to remove snow, sleet and ice from the sidewalk adjacent to their property to remain in compliance with Municipal Code 11-1-20.
Fill out this application to become a volunteer or to request snow removal assistance. We are looking for folks who love getting out in the snow and love to help others!

Get your rebuilding questions answered at the weekly Marshall Fire Rebuilding Open House
While drop-in visitors are welcome any time during business hours, the Planning and Building Department has time dedicated towards answering rebuilding questions during the Marshall Fire Rebuilding Open House held every Wednesday from 1 to 4 p.m. at Superior Plaza (100 Superior Plaza Way, Suite 200).
During these open houses, residents, contractors and developers can get questions answered by Town staff and learn more about the rebuilding process.
Safe Built staff will be in attendance to answer any and all questions about the permitting process and explain how to schedule inspections.

Recent Town Board actions
The Superior Town Board makes many decisions over the course of each month that affect residents and help to direct Town staff. Review the most recent Town Board actions from December 2023. You can reach the Town Board by email at townboard@superiorcolorado.gov.
Home Rule Charter Commission meetings begin on Jan. 4 and Jan. 18
The newly formed Home Rule Charter Commission (HRCC) will be having their first meetings on Jan. 4 and Jan. 18 from 6 p.m. to 8 p.m. at Superior's Town Hall (124 E Coal Creek Drive). HRCC will meet on every first and third Thursdays of the month.
These meetings are open to the public in-person or virtually. Agendas will be posted on the HRCC Advisory Group webpage before each meeting, and information on how to join each meeting virtually can be found on the Jan. 4 HRCC meeting and Jan. 18 HRCC meeting calendar events before each meeting starts.
If you want to keep up with HRCC's progress, each meeting will be recorded and available to watch on the HRCC's Advisory Group webpage.

Connect in person with the Town's Board of Trustees this Friday, Jan. 5, during First Fridays Coffee
Join fellow residents and Superior Town Board Members for First Fridays Coffee on Jan. 5 from 7:45 to 9:30 a.m. at the Superior Community Center (1500 Coalton Road).
First Fridays is an informal meeting to discuss current topics relating to the Town. We'll bring the coffee if you bring your questions, concerns and encouraging updates.

Historical Museum Open this Saturday, Jan. 6
The Interim Historical Museum in the Grasso Park Bungalow (112 E. William St.) is open on the first Saturday of every month from 10 a.m. to 2 p.m. Drop by this Saturday, Jan. 6, to see the new additions Superior has made to its historical collection.

Town modifies fence maintenance policy
For many years, the Town has provided minor maintenance and painting services to private fences facing Town open space and right-of-way.
After consideration of several issues, including liability the Town incurred while providing maintenance on private property and the inequitable publicly-funded benefit that was extended to only residents bordering Town-owned property, the Board has determined that now is the appropriate time to address the Town’s fence maintenance policy and return this responsibility to the homeowner.
Some residents may not be aware they own the fencing on their property and have relied on the Town to provide this minor maintenance service over the years. Please read this statement regarding the modified policy to learn more.

Plastic Pollution Reduction Act tackles plastic and Styrofoam
You may be familiar with the Plastic Pollution Reduction Act (PPRA), the state law which introduced a 10-cent fee on disposable bags. Now, as of Jan. 1, 2024, the second phase of the PPRA has begun! The new regulations include:

Ban on Styrofoam™: retail food establishments are banned from distributing Styrofoam containers and cups
-
Ban on single-use plastic bags: large retail establishments are banned from distributing disposable plastic bags. Paper bags may still be available for a 10-cent fee.
Note: Styrofoam containers and plastic bags purchased by businesses before Jan. 1, 2024, may still be distributed until supplies are depleted.
Make sure you’re prepared by bringing reusable shopping bags when you shop and reusable containers for leftovers when dining out! For more information about the PPRA and upcoming requirements, please visit our PPRA webpage.

Public Works and Utilities
New traffic cabinet wraps installed throughout Town
Superior Public Works & Utilities recently completed a vinyl wrapping project on the traffic signal cabinets at Indiana Street & Rock Creek Parkway and Indiana Street & Coalton Road intersections.
In addition to providing a pop of color for residents driving by and walking to and from school, these wraps provide a layer of protection from snowmelt chemicals and extreme temperatures for the equipment inside.

Town receives pedestrian bridge grant for Rock Creek Parkway
The Town was recently awarded a grant from the Colorado Department of Transportation (CDOT) for a little more than $1.07 million to complete repairs to the pedestrian bridge under Rock Creek Parkway near McCaslin Boulevard.
The repairs for this bridge were currently planned and budgeted for in the 2023 and 2024 Town budgets due to recent inspection reports of the bridge, which rated the bridge in poor condition and in need of rehabilitation.
The Public Works and Utilities Department identified and applied for the CDOT grant, which will reduce the amount of Town funds required to complete this project. This allows Town funds to be applied to other much-needed capital improvement projects.
Town-wide concrete improvements begin in January
In January, the Town will begin concrete sidewalk, curb and gutter, and drainage pan improvements across Town.
The Town has awarded a contract to Fasick Concrete, which will be completing the improvements in accordance with Town requirements. Most of the areas to be repaired have been painted white.
If you are aware of other concrete improvement needs across Town, please notify Town staff by submitting a Superior Click & Fix work order.

Economic Development
Keep your business license current
Every business shall obtain a license from the Town before operating, conducting or carrying on any retail trade, profession or business within the Town, which is responsible for collecting Town sales taxes.
Business are no longer required to apply for a business license if they are:
- A Nonprofit corporations or businesses, excluding federal, state and municipal corporations
- A Businesses without a physical presence in the Town
- A Businesses with only an incidental physical presence in the Town
It’s a quick and easy process! Business license fees are $50 annually and must be renewed every year.

Please note - The Town of Superior Board of Trustees recently adopted an ordinance which amended its business license application process to comply with Senate Bill 22-032.

Boulder Valley School District neighborhood enrollment and last chance for open enrollment
Boulder Valley School District (BVSD) neighborhood enrollment for the 2024-2025 school year will begin in mid-January. Please make sure to enroll your new incoming student through the BVSD Enrollment webpage as soon as possible to help schools prepare for the upcoming year.
If you would like to apply for open enrollment to a school other than your neighborhood school, please make sure to do so by Jan. 9.

The Superior Chamber of Commerce hosts State of the Chamber on Jan. 25
Join the Superior Chamber of Commerce (Chamber) on Jan. 25 from 11:30 a.m. to 1 p.m. at the Blue Sport Stable (1 Superior Drive) for the 2024 State of the Chamber & Annual Member Meeting, a momentous occasion to commemorate the past year's triumphs and anticipate the exciting prospects ahead. The festivities will commence with a Chamber Member Expo, followed by a luncheon where members can discover the positive impact of their investments on our community.
Leslie Espinoza, executive director, will guide attendees through the 2023 Annual Report and unveil key highlights of the Superior Chamber's 2024 Program of Work. Mayor Mark Lacis of the Town of Superior will deliver a special address, while Economic Development Manager Jill Mendoza will provide an update on upcoming developments in Superior.
The event's grand finale will feature our distinguished Keynote Speaker, Bernadette McClelland, recognized as one of the Top 50 Global Sales Speakers. She will deliver her signature keynote titled "Deliberate Disruption: Self Disrupt, Not Self Destruct," which urges us to be resilient, foster unity and drive progress.
