Certificate of Occupancy

This document is issued to you and certifies that your new home has passed all inspections and meets all Town codes and requirements. Coordinating Construction
Superior’s goal remains to return residents to their homes quickly, but some refinements are necessary now to help coordinate construction schedules and ensure the safety of neighborhoods being rebuilt.
- Staggered construction sequencing may present challenges between neighbors. A resident that completes their rebuild ahead of their neighbor, for example, may face construction or site improvement challenges along property lines, where finalizing site grades or installing a fence may be impacted by the status of rebuilding on an adjacent lot.
- See the example photo below. Grading standards for individual lots anticipate swales along property lines and require each neighbor to construct their half of the swale.

- Please communicate with your builders and neighbors to ensure the construction status of adjacent parcels will not impact your rebuilding timeframe. If concerns are identified, please reach out to your neighbor or the Planning and Building Department to help coordinate schedules and identify solutions. The earlier potential concerns are identified, the sooner a resolution can be reached.
Installation of Accessory Elements (like fences, patios and hot tubs)
As folks continue to rebuild and move into their homes, please continue to think about the location and installation of accessory elements like fences, patios and hot tubs that may require additional site review to ensure conformance. While the Town of Superior does not require a permit for fence installations, fences cannot be installed on Town property, must be installed a minimum of 1’ from the sidewalk, and cannot impact sight distances of drivers. Therefore, if you are installing a fence parallel to a road or driveway, the fence will likely need to be setback further to meet driver sight distance requirements in accordance with detail 700-25 within the Towns standards. Also, make sure you obtain all required HOA approvals prior to installing any fence or other structure. Town Staff are available to discuss the installation of accessory elements if residents have any questions.

Lot Maintenance
Lots that remain vacant or lots where redevelopment may have stalled will need to be maintained (mowed and kept free of weeds) and have natural grades restored. This is necessary to prevent nuisance violations and unsafe conditions as neighbors move back to homes next to unmaintained lots that have become overgrown or present hazards to nearby residents.

- The Town is monitoring properties that are not being maintained (with overgrown weeds/vegetation) or where excavations remain (without demonstrable improvements or progress). The Town is reaching out to owners of these properties with courtesy notices to help ensure compliance. This is necessary to help eliminate the threat these conditions present our community and to reduce potential fuel for fire. Correction notices may be issued to ensure a safe condition for our community.
- Grading restoration is necessary for returning properties to a relatively flat and safe condition as an interim condition. Essentially, holes that were created through/for basement excavations must be filled at least temporarily until foundation excavation for the home rebuild begins.
- As part of temporary grading restoration, please do not fill holes or grade lots in a manner that will negatively impact neighboring properties or public infrastructure. Any fill that is brought in should not change the general grading and drainage around the property, and if it does, swales may be needed to control drainage. The Public Works and Utilities Department can help answer questions about temporary or long-term grading standards, and can be reached at 303-499-3675.
Need Dirt?
For rebuilding residents who need dirt, the storage site on 76th Street (southwest of Target) is still open and active. Permits to access this site and the dirt are available through the Town’s Public Works and Utilities Department.

Town Repairs Near Private Property
The Town is committed to repairing the Town’s property near private properties. Staff and contractors will be in these areas regularly over the coming months to develop work scopes and complete this work, and residents should expect this kind of activity.
