Welcome to the Superior Sentinel!
As you may recall, I wrote back in the August Sentinel about the Town’s decision to go “Home Rule.” This coming Tuesday is Election Day and Superior voters will have an important decision to make as we elect nine (9) Home Rule Charter Commission Members.
These nine individuals will be charged with drafting Superior’s Home Rule Charter. Next year, in November 2024, Superior voters will then vote on whether to adopt the Home Rule Charter or not.
On your ballot, you’ll have the option to vote for up to nine (9) candidates to serve on the Town of Superior's Home Rule Charter Commission. There are eleven (11) candidates who are courageously running to be members of the Charter Commission. They are (in the order they appear on the ballot):

"Aura" Art Exhibit Opening Reception and Artist Talk this Saturday, Nov. 4, at the community center
Join us at the opening reception and artist talk this Saturday, Nov. 4, from 5 to 6:30 p.m. at the Superior Community Center (1500 Coalton Road). Hors d’oeuvres will be served!
The exhibit "Aura" is a series of oil paintings focusing on spiritual devotion and impressions of growing up in a colorful country of rich diversity and emotionality.
Superior resident Nikita Kataria's art exhibit is the first artist solo exhibit at the Community Center! Nikita enjoys painting with oil on canvas to create abstract and modern illustrations of her impressions and thoughts from growing up in India.

Ready, set, shovel! Snow removal season is here.
In Superior, all snow, sleet and ice obstructing a sidewalk must be removed by the owner within 24 hours of the end of each snowfall.
Superior's municipal code regarding the removal of snow and ice (Sec 11-1-20) has been updated with Subsection C, which gives owners 24 hours after a warning is issued by a code enforcement officer to correct the violation, after which a Municipal Court summons may be served.
Get a workout in and help keep Superior's walkways safe and accessible by removing snow and ice promptly after a snowfall ends.

Snow Busters help keep sidewalks safe for pedestrians
The Snow Buster volunteer program exists to assist residents who report they are physically and financially unable to remove snow, sleet and ice from the sidewalk adjacent to their property to remain in compliance with Municipal Code 11-1-20.
Fill out this application to become a volunteer or to request snow removal assistance. We are looking for folks who love getting out in the snow and love to help others!

Community Wildfire Protection Plan enters public review period
Mountain View Fire Rescue (MVFR) is in the process of finalizing the Community Wildfire Protection Plan (CWPP) and would like input from residents on the current draft. This is a comprehensive document meant to outline the current state of wildfire mitigation and identify future needs.
We encourage residents to take a look at the materials and provide their feedback.
MVFR will have a draft for public review on their CWPP Hub webpage until Nov. 13. You can also view the MVFR CWPP story map for a graphic walk through of the plan.

Bring your furry friend to the Khandbari Sister City Project's Kukur Tihar "Day of the Dog" celebration
Join the Superior Khandbari Sister City Project in celebrating Kukur Tihar "Day of the Dog" on Nov. 12 starting at 1 p.m. in Superior's Community Park (1350 Coalton Road).
At Community Park, in between the baseball fields, your best friend will receive a dog's blessing. After, everyone will walk over to the Autrey Park Dog Park where they can play and enjoy dog treats.
Feel free to dress up your dog for this event! Please make sure to bring leashes and only dogs that are well adjusted to other dogs and people, as there will be many there. This celebration is free, so come join us!
What is Kukur Tihar? On the second day of the Tihar Festival, Nepali worship dogs for their loyalty and friendship. Participants can learn more and ask questions during this celebration!

Superior's new Winter Festival brings all the things you love about the holidays to the Community Center
Mark your calendars for the Winter Festival on Dec. 9 and 10 from 1 to 5 p.m. at the Superior Community Center (1500 Coalton Road). Hosted by the Town of Superior and Superior Chamber of Commerce, this two-day extravaganza is a celebration of winter's enchantment, community unity, and the spirit of the season.
On the first day, Dec. 9, hosted by the Superior Chamber of Commerce, we'll have:
- Live music
- Santa and his reindeer
- Shop for gifts from artists, crafters and vendors
- Make your own crafts and decorate cookies.
- Hot cocoa, too!
On the second day, Dec. 10, we'll have a day of holiday dance performances. Join us, sip hot cocoa and snack on delicious treats while talented groups dazzle us with their beautiful performances.

Make a goat happy by dropping off your pumpkins at the Superior Waste Site!
Make sure to compost your pumpkins this season instead of sending them to the landfill! Pumpkins can be tasty treats for all sorts of animals, but once they go bad they can still be used to enhance the quality of the composting process, making plants happy too!
Special this year, those managing the goats in Superior, Goat Bros, will swing by and take a selection of the used pumpkins to feed to the goats as a special treat. Any leftover will still go to composting.
Bring all your pumpkins to the Yard Waste and Recyling Facility (2125 Honey Creek Lane) for composting. The waste site is open on Wednesdays from 2 p.m. until dusk and weekends from 8 a.m. to dusk. Please place all pumpkins in the compost area, and our team will take care of the rest!

First Fridays is an informal meeting to discuss current topics relating to the Town. We'll bring the coffee if you bring your questions, concerns and encouraging updates.

Home Rule facts, timelines and election information
Home rule is a form of government that derives its authority from a charter written by residents rather than state statutes.
It is based on the theory that the residents in the community know best how to solve local issues. If the community votes to move to home rule, the charter the Town uses to govern the community will be created by residents for residents.

Interim Historical Museum open this Saturday
The Interim Historical Museum in the Grasso Park Bungalow (112 E. William St.) is open on the first Saturday of every month from 10 a.m. to 2 p.m. Drop by this Saturday, Nov. 4, to see the new additions Superior has made to its historical collection.

Parks, Recreation and Open Space
Coalton Trailhead and trails closed for construction
Coalton Trailhead and the Coalton and Meadowlark trails are closed until early 2024 for trail improvements and cattle grazing. The Oerman-Roche Trailhead will remain open for access to the Mayhoffer-Singletree trail.
Coalton trail improvements will provide better water drainage, minimize erosion and recycled asphalt will be used for the surface. Recycled asphalt is a durable material that is less susceptible to erosion in steep areas as well as during heavy rain events.
The property's agricultural tenant will be grazing a cattle herd through December. Grazing is an important element supporting grassland ecosystem health and can decrease fire danger. Please see the Coalton Trailhead webpage for updates.

Join other seniors (ages 60+) for a casual lunch with a special guest speaker from the Boulder County Sheriff's Office on Nov. 21 from noon to 1 p.m. for the monthly Brown Bag Lunch!

Girl Scouts make yard maintenance easier with leaf disposal service on November 5! Sign up now!
In partnership with the Town of Superior's Advisory Committee for Environmental Sustainability (ACES), the Girl Scouts of Superior teen GECCCO troop wants to help promote the composting of autumn leaves by handling your leaf disposal!
Residents who sign up can collect their leaves into 30-gallon leaf bags and place the full bags curbside by 8 a.m. on Nov. 5 with a suggested donation of $10-20 that will go directly to the Girl Scout troop.
Volunteer Girl Scouts and parents will collect the bags and deliver them to the Town of Superior Yard Waste Site.
Need leaf bags? Residents can pick up two free leaf bags at the Superior Community Center (1500 Coalton Road) while supplies last. First come, first served. The Community Center's hours can be found by visiting superiorcommunitycenter.com.

2023 Superior street improvement projects completed
In October, the Town completed construction on both the Coalton/Indiana and McCaslin roadway improvement projects.
Coalton Road from McCaslin to Indiana and Indiana Street from Coalton to N. Torreys Peak were completely reconstructed, including new sub-grade, asphalt, and concrete repairs.
The new roadway should serve the Town and residents for the next 25 years with minimal routine maintenance. McCaslin Boulevard was sealed with both a chip and slurry seal from Rock Creek Parkway to Coalton Road. This restored roadway should serve the Town and residents for the next 8+ years with minimal routine maintenance.

Rock Creek Parkway Repurposing Study has been completed and design phase has commenced
Staff has completed the Rock Creek Parkway (RCP) Repurposing Study, receiving over 1,000 total comments on the project webpage and via email.
The results of the data analysis showed that the RCP corridor has traffic volumes that range from 5,800 to 8,900 vehicles per day and average speeds that are above the posted speed limit with 1/3 of all vehicles doing greater than 5 mph over the speed limit. In addition, while the corridor has not seen a large volume of accidents, there are several intersections that do not meet current guidelines and standards related to pedestrian crossing and bike facility requirements.
Based on the discussion with the Board during the last quarterly work session, staff is moving forward to obtain a design proposal for the repurposing of a lane along the RCP corridor, which will include striping and intersection improvements. A webpage has been created for the study phase of the project where the reports for phase 1 and 2 public outreach have been posted. Staff is planning to present a design contract to the Board for approval before 2024.

Halcyon brings day spa and yoga to downtown
Halcyon Mind+Body has signed a lease for two spaces in Building 11 on Main Street in Downtown Superior.
This yoga studio and day spa will offer a range of services including facials, body treatments, massage, and yoga. Their mission is to create a community for people focused on mental and physical wellness.
The space will include a yoga studio, five treatment rooms, a dry salt therapy room, and a relaxation lounge. The business is anticipated to open in spring 2024.

Boulder Valley School District has initiated open enrollment period from now until Jan. 9
Open Enrollment for the Boulder Valley School District is open from now through Jan. 9. Please visit the open enrollment website for information regarding school tours during this period.
Superior Elementary will offer two tours for all grade levels on Nov. 2 at 9 a.m. and Dec. 18 at 1 p.m., as well as Kindergarten Round Up on Dec. 12 at 3:15 p.m. for families interested in enrolling in kindergarten next year.
Eldorado PK-8 will also be having an Open Enrollment Night on Nov. 14 from 6 to 7:30 p.m.

Superior-Khandbari Sister City Project hosts Third Annual Holiday Bazaar
You're invited to the Superior Bazaar happening on Dec. 2 from 10 a.m. to 3 p.m. at the Superior Community Center (1500 Coalton Road).
This event will have up to 50 vendors selling various goods. There will be arts and crafts, food and gifts!
Twenty percent of all sales will go to support our Superior-Khandbari Sister City Project. This project is a collaboration of ideas and resources with the City of Khandbari, Nepal. Register for free today!

Northwest Regional Bike Share Feasibility Study compiles data to share with local governments
Over the last several months, Commuting Solutions and BCycle, have been conducting a public survey exploring the interest, feasibility, cost and implementation of a bike share system that would encompass Boulder, Broomfield, Boulder County Erie, Lafayette, Longmont, Louisville, Superior, and Westminster. With more than 300 respondents, the survey results were overwhelmingly positive with a high degree of interest in a bike share system.
So, what are the next steps? Commuting Solutions and BCycle will continue drafting the feasibility study over the next several months incorporating this data. Conversations will begin with the nine local governments regarding a commitment to supporting a regional bike-share program. The final feasibility study will be presented to the Northwest Mayors & Commissioners Coalition by next fall. Be on the lookout for future updates.
