Please see below the link to the Notice of Temporary Adoption relating to the Colorado Election Rules [8 CCR 1505-1]. New Rule 24 concerning presidential elector voting procedures is temporarily adopted and effective immediately. The linked document includes the new rule, a statement of basis/purpose, and a statement of justification.
