Notice of Pilot Election Review Committee Meeting

You are hereby notified that the Pilot Election Review Committee will meet at 1:30PM on August 6, 2015, in the Blue Spruce Conference Room, located on the second floor of the Secretary of State’s office at 1700 Broadway, Denver, Colorado 80290.

The agenda for the hearing is set forth below. Any changes to the agenda for a particular hearing will be announced in supplemental public notices at least 24 hours in advance of the hearing in question.

Background of Pilot Election Review Committee

Secretary of State Wayne Williams established the Pilot Election Review Committee to evaluate and assess the performance of proposed uniform voting systems to be piloted in various counties during the November 3, 2015 Coordinated Election. The members of the committee are:

• Chuck Broerman – El Paso County Clerk and Recorder
• Donetta Davidson – Executive Director, Colorado County Clerks Association; Member, UVS Advisory Committee; former Commissioner of the Election Assistance Commission; former Colorado Secretary of State; former Clerk and Recorder of Arapahoe and Bent Counties
• Connie Ingmire – Member, UVS Advisory Committee; former Morgan County Clerk and Recorder
• Jennifer Levin, Esq. – Program Coordinator, Disability Law Colorado; Member, UVS Advisory Committee
• Steve Moreno – Weld County Commissioner At-Large; Member of the board of directors of the Election Center; former Weld County Clerk and Recorder and Chief Deputy Clerk
• Teak Simonton – Eagle County Clerk and Recorder
• Clarissa Thomas – Member and chairperson, UVS Public Participation Panel
• Dwight Shellman – County Support Manager, State Elections Division

 

Invitation for public comment

 

All meetings of the Pilot Election Review Committee are open to the public.  To submit comments in writing, please email them to pilot.elections@sos.state.co.us, or call (303) 894-2200 x6318 if you have any questions.

In addition to any other comments members of the public may care to submit, the committee respectfully requests public comment regarding two specific draft evaluation forms currently under consideration:

• In-Person Voter BMD-DRE Evaluation Form (Version 5, dated 7/30/2015), which is intended to solicit feedback about their voting experience from electors who vote in-person at a Voter Service and Polling Center, using the ballot marking or direct recording electronic voting devices of the piloted voting systems.
• County Evaluation Form (Version 2, dated 7/30/2015), which is intended to solicit feedback from election staff in the pilot election counties regarding their experience in using the piloted system to prepare for, conduct and canvass the 2015 Coordinated Election.

 

Both of these draft evaluation forms are available on the Pilot Election Review Committee’s page of the Secretary of State’s website, under the “Related Materials” heading for the August 6, 2015 meeting. Please submit any comments regarding these forms to pilot.elections@sos.state.co.us by 5PM on Wednesday, August 5, 2015. Please note this will not be the only opportunity of the public to comment on these and other draft evaluation forms – future iterations of these forms will be reviewed by the committee at meetings currently noticed for August 13 and 27, 2015, at 1:30PM, also in the Blue Spruce Conference Room.
