Councilmember Hoefner moved to approve a contribution; seconded by Mayor Pro Tem Dickinson with a friendly amendment. Councilmember Hoefner declined the friendly amendment. Mayor Pro Tem Dickinson made a substitute motion; seconded by Mayor Leh. Councilmember Kern made a friendly amendment that was accepted by Mayor Pro Tem Dickinson and Mayor Leh.
