The Louisville Police Department is proud to support the Blue Envelope Program—a simple yet powerful tool designed to improve communication between law enforcement officers and individuals who experience communication challenges, particularly those on the autism spectrum. The goal is clear: foster safer, more positive interactions during traffic stops and other encounters.
What Is the Blue Envelope Program?
Originally launched in Connecticut in 2020, the Blue Envelope Program was created to help drivers who may need extra time, patience, or specific accommodations when interacting with law enforcement. The envelope serves as a visual cue for officers, signaling that the driver may benefit from a tailored communication approach.
Each envelope can hold:
- A copy of the driver’s license
- Vehicle registration
- Proof of insurance
- Optional information about the driver’s communication style or helpful strategies
Who Can Benefit?
The Blue Envelope Program is available to anyone who might feel more comfortable with extra support during law enforcement encounters, including:
- Individuals on the autism spectrum
- People with intellectual or developmental disabilities
- Individuals living with dementia
- Drivers with hearing impairments, language processing difficulties, or other communication barriers
Participation is voluntary, free of charge, and does not require sharing any personal information.

Prepare Your Envelope Place your key driving documents inside, along with optional notes about communication needs.

Present It During an Encounter Hand the envelope to the officer to help guide the interaction in a supportive way.
