It's hard to believe we're at the end of 2024, but here we are. This year has been busy (ok, what year isn't?) but we've accomplished a lot: we've been able to offer several trainings for state agency grant staff, both inhouse and in partnership with our KPMG partners, who have created and lead SLFRF training opportunities that have been hugely successful. This May, our 2 day SWGMG Summit was well attended and offered insight into granting with our tribal communities to learning about the special projects taking place in agencies. This year we announced our first ever Grant Manager of the Year:

Most recently, we've been working diligently to update all of our grant agreement templates and modifications tools with the newest changes to the Uniform Guidance and then making each of these documents accessible to align with the State Controller's newest policy regarding accessibility. More on that below. As we close out the year, we already began our 2025 plan, so stay tuned for updated and accessible compliance documents on our SLFRF site, as well as, new compliance documents for our grants website, changes to our grant website, putting our Grant Manager 101 trainings on a learning management platform, 3rd annual SWGMG Summit, and so much more.

Updated & Accessible Grant Templates
The Office of the State Controller's (OSC) Grants Office has been working diligently to update the grant templates and modifications tools with the updated modifications to the Uniform Guidance (2 CFR 200) and to become accessibly compliant with the OSC's policy to ensure all, both standard and SLFRF, contract and grant templates are made accessible meeting the Web Content Accessibility Guidelines (WCAG) standards.
The updated grant and contract templates can be found on the SPCO Central Contract's Unit website. The site has been updated to distinctly separate the grant templates and modification tools from the contract templates to make it easier to locate. Look for the blue banner labeled "Grant Agreement Templates". Interested in what was changed in the agreement templates? We have created a crosswalk with a list of updates/changes.
The following grant templates have been updated:
- Standard Grant Agreement
- Intergovernmental Grant Agreement (new template)
- Interagency Grant Agreement (new template)
- Grant Amendment
- Grant Assignment
- Grant Option Letter
- Grant Funding Change Letter
- Model Small Dollar Grant Award and Content
- Grant Federal Provisions
Because we are at the end of the obligation period for ARPA funding, we determined it was not necessary to have the SLFRF Grant Agreement templates available on the SLFRF website and will be removing them from the website in the next couple weeks. These document are still available, updated and fully accessible, please contact your OSC Compliance Liaison for any of the removed template. The SLFRF Grant Agreement Amendment template, is available and is also fully accessible and updated with Uniform Guidance updates.
Please note: the Tribal Grant Agreement template available on the website is not updated nor accessible. The Uniform Guidance updates to this template requires approval from both of the state's tribal nations. Until approval is received from the tribes, this document will not be updated. However, please continue to use the current approved tribal agreement until we have approval and have updated it on the website.
