Thank you to everyone who participated in our Procurement Training Month Challenge! To date, 65 state procurement personnel have completed the SPCO's Procurement Certificate since it was launched last month, and many more have taken one or more of the individual courses. As a reminder, even though the challenge has ended, the training is still available for you to take (or review) at anytime, and you can still earn the certificate. See the Procurement Training section below for more information.

2023 Rising Star Award
We received six great nominations for this year's Rising Star award! Thank you to everyone who took the time to submit a co-worker or employee for this award. This is a great opportunity to recognize our colleagues in the Colorado procurement community for their important contributions.

Thank you to everyone who was nominated for your valuable contributions! As we know, though, there can only be one winner, and the recipient of the 2023 Rising Star Award is... Thomas Wilson!
Thomas joined the SPCO last June as our Instructional Designer. He immediately took ownership of the procurement training program and has shown considerable initiative learning the procurement code and rules and developing a solid understanding of the state procurement process (even though he had no procurement background). He completed three new courses in nine months, doubling the number of available courses in 1/4 of the time the first three took. Thomas has trained himself on emerging accessibility requirements and updated existing courses to meet them, as well as new fiscal/procurement code and rules. He also joined the state accessibility workgroup to share that knowledge with other agencies. Thomas deserves this award because the training he creates helps our procurement community stay up to date on code, rules, and best practices, and do their jobs at the highest levels. Without Thomas our training program would be nowhere near as good as it is today, and we are excited to see what he does with the program next! Congratulations, Thomas!

NASPO Pulse
In addition to the NASPO Pulse blog and podcast, there is also a YouTube channel! There's a wide range of content from Procurement ASMR to webinars on everything from the Future of Procurement to Supplier Relationships.
REMINDER:
New Contract Management Training & Reporting Requirements
The new Contract Management Policy requires agencies and IHEs to provide annual contract management training by the end of each fiscal year. Procurement officials must also report to the SPCO on the training requirement by September 30th of year, beginning in 2023.
Specific details are available in the policy, and have been shared with procurement officials, but here are a few highlights:
- Agencies/IHEs may create their own training using LMS, webinar, Powerpoint/Google, video meetings, or other methods. An updated SPCO contract management training is also available for use.
- This annual training is required for all contract managers of personal services contracts (including purchase orders) of $100,000 or higher, not just managers of high-risk contracts.
- Agencies/IHEs will be required to report back to the SPCO using a specific form that will be shared later this year.
The SPCO has also provided a Sample Contract Management Agreement and Sample Contract Management Best Practices on our training webpage that can be easily customized for your agency/IHE's specific needs.

Tell us a little bit about your background: I grew up in northern Montana, 45 miles south of the Canadian border and 13 miles east of Glacier National Park. I came to Colorado as a college athlete and graduated from Colorado Mesa University. My graduate degree is a Masters in Organizational Management with a focus on ethics, leadership, strategy, and management.
How long have you been with your current organization? Four months.
How did you get into the procurement field? I’ve worked most of my career in public service and more than 22 years in some type of procurement capacity and have the NIGP-CPP, CPPO, and CPPB certifications. The first ten years involved doing purchasing as other duties as assigned, getting quotes, or preparing and facilitating RFPs/IFBs, negotiating contracts as part of my day to day activities. In 2011 I began my full-time procurement career at Boulder Valley School District where I stayed for more than eleven years before joining CDOT last November.
Did you work in other professions, and if so where and for how long? I worked for my local town doing odd jobs in high school and in college I completed an internship for the State of Montana. I also worked for the Bureau of Land Management for a year conducting vegetation land surveys, was a licensed water and wastewater operator for a year and then I spent eleven years in parks and recreation before moving into K12 procurement and facilities.
Please share a professional or personal accomplishment you're proud of: I am most proud of my family. I come from a long line of public servants that have served their communities in the medical field, emergency management, as teachers, public construction and as volunteers in the community. I am proud to carry on the legacy as a public servant and also proud of the volunteer work I do to support the public procurement profession. I have been a volunteer for the Rocky Mountain Governmental Purchasing Association (RMGPA) and at the national level for NIGP: the Institute for Public Procurement for the past decade. I have served in various volunteer roles for both organizations and the most rewarding part of each is giving back to the community of professionals, sharing knowledge, and mentoring others.
Tell us something interesting and unique about yourself: I grew up in Browning, on the Blackfeet Reservation, it is the third largest Native American tribal reservation in Montana encompassing approximately 1.5 million acres.

State Price Agreement Updates
Thank you to everyone who responded to our survey regarding the Document and Media Destruction price agreements. Your input is highly valuable.
- Awards have been announced and contracts have been executed for the new Temporary Healthcare Staffing price agreements. Awardees include Jackson & Coker, Compunnel, WSI Healthcare, 22nd Century Staffing, and Knowledge Services, plus others. All information will be posted on BIDSColorado, or you can contact Brian.Swift@state.co.us for additional information.
