I'm excited to announce that registration is now open for the Second Annual Price Agreement Week! PAW (as we like to call it here at the SPCO) is an excellent opportunity for both procurement and program staff to learn more about our price agreements: the categories we offer, how they work, and how to make the most out of them. We'll also have price agreement vendors and other experts on hand to answer questions.
PAW is free to attend, so please see below for more information on this virtual event and share with anyone who might be interested!

NEW! Solicitation Templates
The SPCO has created Request for Proposal (RFP) and Invitation to Negotiate (ITN) templates which are available on our website for statewide use. Additional templates for Invitation for Bid (IFB) and Document Quote (DQ) are being created and will be shared soon.

Price Agreement Week 2022
Join the State Purchasing & Contracts Office (SPCO) and the Rocky Mountain Governmental Purchasing Association (RMGPA) for the Second Annual Price Agreement Week (PAW)!
Registration is now open for Price Agreement Week 2022!
During the week of October 10th-14th, we’ll be holding free 90-minute webinars from 10:00-11:30 each day. Each one will focus on different price agreement categories and will feature price agreement vendors. There will also be plenty of time for Q&As, so if you’ve been curious about price agreements or want to speak directly with a vendor, this is your chance. We’ll also be raffling off a swag bag of Colorado themed goodies each day. Please share this information with any procurement or program staff who could benefit from learning more about State Price Agreements!

Tell us a little bit about your background: I spent the first 10 years of my career with CDOT’s Procurement Department. My first seven years were spent in the contracts unit, first working as a CMS technician/Tech III, then transitioning into Contract Administration and Contract Review as a Contract Administrator III. I then moved into Purchasing for the final three years, beginning as a Purchasing Agent III, then advancing to a Purchasing Agent IV for my last two years with CDOT. While I was with CDOT, I also chose to return to college in 2014 to get my Bachelor’s in Public Administration which I completed in 2018. I went on to earn a dual masters in Management and Organizational Leadership, which I completed in 2021. In October of 2021, I was hired as a Purchasing Agent V, as manager of CDLE’s IT Procurement.
How long have you been with your current organization? I have been with CDLE for nearly a year now.
How did you get into the procurement field? I actually ended up stumbling into the world of procurement! In 2011, I was working in medical claims research and I was laid off when my employer went out of business, leaving me to rely on refereeing ice hockey as my only source of income. A friend of mine with CDOT introduced me to the then Director of Procurement who had an open temporary position collecting CMS evaluations for the agency. The project went so well that they asked me to apply for an open Tech III position they had in the department, and I became a part of the procurement team!
Did you work in other professions, and if so where and for how long? In my adult life I have only had 4 jobs. The first was during college where I began refereeing ice hockey in 1998 when I was getting my Associates Degree, and which I continue to do on an occasional basis 24 years later. I also worked at the reception desk in the student life office. After college, I worked for Celestial Seasonings for about a year as a receptionist, and from 2005-2011 I worked in medical claims research before beginning my procurement career with the State.
Please share a professional or personal accomplishment you're proud of: The professional accomplishment I am most proud of is actually the first RFP I ever conducted – the CDOT RFP for replacement of its bid system. As it was my first RFP, it felt incredibly overwhelming, but my manager at the time, Patricia O’Neal, and my Lead at the time, Toi Matthews, were both incredibly patient, excellent mentors, and guided me through the process, showing incredible faith in me in letting me manage the RFP process through the 18 months it took to arrive at a contract. We had 8 bidders, 13 panelists, and 6 in-person demonstrations (including one on a snow cancellation day). Not only did I get a chance to thoroughly learn the RFP process in a trial by fire, but as the 13 panelists were all of a higher classification than I was, I got to practice the skill of managing upward, and learned how important it is to set meetings well in advance so that calendars can’t be filled up on you! It was a successful RFP, and I am grateful I got to be a part of it.
Tell us something interesting and unique about yourself: I love to play chess! I played as a kid and stopped around the time I graduated high school. I only started playing again when I got into procurement. Something about procurement reminds me of chess, and I feel like playing keeps my mind sharp. State Price Agreement Updates

Fiscal Rule Commitment Voucher Reminder- The use of a State Price Agreement satisfies Procurement Code sourcing requirements, allowing users to procure goods/services without going through the solicitation process. However, state entities using a state price agreement are still required by Fiscal Rule 3-1 to utilize the correct commitment voucher document. If you are procuring services over $250,000, you must use a contract (rather than a Purchase Order) unless a Fiscal Rule Waiver has been granted. New State Price Agreements are in place with Covendis and Knowledge Services for IT Vendor Managed Services. The agreements currently run through February 28, 2023, with renewal options through February 28, 2024. Contact Gregory.Draughon@state.co.us with any questions.

Participating addenda with Insight, SHI and CDW for Software Value Added Reseller services have been extended through Dec 31, 2022. SPCO continues to work on new participating addenda under the new NASPO portfolio for Software. Please reach out to Gregory.Draughon@state.co.us for more information.
