The State Board of Pharmacy held an emergency rulemaking hearing Friday that revised rules to help ensure that pharmacists, pharmacy interns and pharmacy technicians may continue to prescribe, dispense and administer vaccinations in accordance with applicable Colorado Revised Statutes.
Specifically, revisions were approved, effective immediately, to Rule 19.00 regarding the administration of vaccines and Rule 3.00 around dispensing. Permanent rulemaking will occur in November, following additional stakeholder feedback.
Under the revised rules, a pharmacist certified in immunization may prescribe, dispense or administer vaccines and immunizations, and a pharmacy intern or pharmacy technician under the supervision of a pharmacist certified in immunizations may administer vaccines or immunizations.
The provision of vaccinations and immunizations was classified as a patient care activity “intended to achieve outcomes related to … preventing disease.” (C.R.S. § 12-280-103(35.5)).
All vaccines and immunizations prescribed, dispensed and administered shall be done in accordance with 12-280-103(39)(a), (g), (j) and/or (k), Colorado Revised Statues, and Board Rule 3.00.20(a).
It was also specifically noted that Section 12-180-103(39)(a) and (j) authorize qualifying pharmacists to issue immunizations and vaccines pursuant to standing orders, such as the recent order issued by the Chief Medical Officer of the Colorado Department of Public Health and Environment.
