In 2024, Colorado passed Senate Bill 24-080, which requires insurers, carriers, and pharmacy benefit managers (PBMs) to begin posting Colorado-specific healthcare pricing data on July 1, 2025. In April 2025, Regulation 4-2-103 took effect. Section 5B requires PBMs to submit RxDC files annually to the Division beginning July 1, 2025. For the first submission due July 1st, the Division has granted a one-time extension for carriers to submit files on August 15th, 2025. The goal of these policies is to make pricing data more relevant and usable for Colorado consumers, employers, and researchers alike.
The Division has published technical instructions for carriers and PBMs. PBMs shall adhere to the file submission guide and reference both the regulation and the instructions for submission requirements on Colorado-specific RxDC files.
