Effective Tuesday, October 31, 2023, Governor Polis announced the remaining appointments to the Subcommittees that are part of HB 23-1296, Concerning the Creation of a Task Force to Study Issues Related to the Rights of Coloradans with Disabilities. The law requires appointments to three subcommittees: 1. Subcommittee on Physical and Programmatic Basic Access Within State and Local Government for Persons with Disabilities, 2. Subcommittee on Affordability, Accessibility, and Attainability of Housing for Persons With Disabilities, and 3. Subcommittee on Basic Access to Colorado Outdoors for Persons with Disabilities.
Before these latest appointments, on September 15, 2023, the Governor also appointed eight members to the Rewrite and Modernization Subcommittee which focuses on the civil rights for persons with disabilities on September 15: Andrew Montoya from Denver, a member with litigation experience who represents a disability rights advocacy organization, Ian Kalmanowitz from Colorado Springs, a member with litigation experience, Cynde Vaughn from Centennial, a member without litigation experience and a disability advocate, Tom Wheaton from Golden a member representing a veterans service organization that serves veterans with a disability, Tom Acre from Wiggins representing local government and business community interests, Courtenay Patterson from Longmont representing local government and business community interests, Lauren Schwartz from Denver representing local government and business community interests, and Alanna Barras from Denver representing local government and business community interests.
Effective August 1, 2023, The Governor, and House and Senate Leadership Speaker appointed a total of eight members to the Task Force on the Rights of Coloradans with Disabilities. The Task Force brings together appropriate stakeholders, experts, and impacted groups to study and make recommendations concerning issues related to persons with disabilities. Legislative appointments by the Senate President include Julie Reiskin representing a disability rights advocacy organization, the Senate Minority appointed Elizabeth Moran representing a disability rights advocacy organization, the Speaker of the House appointed Representative David Ortiz representing a veterans service organization that serves veterans with a disability, the House Minority appointed Representative Ryan Armagost representing veterans with disabilities.Appointments by the Governor include Jennifer Harpole of Denver, Michael Stone of Boulder, Kathryn Hall of Grand Junction, and Keirstin Beck of Denver. The Lieutenant Governor, is a nonvoting member, and was appointed by statute in HB 23-1296.
Subcommittee members and representation include the following:
1. Subcommittee on Physical and Programmatic Basic Access Within State and Local Government for Persons with Disabilities: The purpose of the Government Access Subcommittee is to study and make recommendations on issues to ensure people with disabilities have access to the services they need, can effectively participate in public discussions, can be employed by governmental agencies, and can run for and effectively serve in elected positions.
- To serve as a member representing disability rights advocacy organizations and veterans service organizations serving veterans with disabilities, appointed:

- Teresa Nguyen of Westminster
- Craig Towler of Boulder
- To serve as a member representing local and state government, appointed:
- Councilman Chris Hinds of Denver
- Robert Hernandez of Colorado Springs
- Councilwoman Karen Bigelow of Thornton
- Kiley Schaumleffel of Littleton
2. Subcommittee on Affordability, Accessibility, and Attainability of Housing for Persons With Disabilities: The purpose of the Housing Subcommittee is to identify barriers to securing and enjoying secure and affordable, accessible, and attainable housing for persons with disabilities and to make recommendations for addressing those barriers.

3. Subcommittee on Basic Access to Colorado Outdoors for Persons with Disabilities:The purpose of the Outdoor Access Subcommittee is to identify barriers to basic access to and the enjoyment of the Colorado outdoors for persons with disabilities and to make recommendations for addressing those barriers.

- programs, adaptive trails, veterans service organizations serving veterans with disabilities, and disability rights advocacy organizations, appointed:
