How the Passing of HB23-1105 Affects
HOAs in Colorado

On May 24, 2023, Governor Polis signed HB23-1105 into law. This bill creates two task forces aimed to investigate and present written reports on issues affecting those that work or live in HOAs in Colorado.

The Task Force's main priorities are to study issues confronting HOA homeowners' rights, including:

Homeowners' associations' fining authority and practices
Foreclosure practices
Communications with homeowners
Availability and method of making certain documents available to HOA homeowners in the association

We encourage you to take part in our HOA stakeholder engagement activities. By taking our community survey or submitting your personal story, you are helping to shape the future of HOAs in Colorado.

All responses collected will help inform a final report will be presented to the Colorado General Assembly, the Governor’s Office, and the public by April 15, 2024.
