The Colorado Primary Care Payment Reform Collaborative (the Collaborative) was established in 2019 by House Bill 19-1233 to develop strategies for increased investments in primary care that deliver the right care in the right place at the right time, and to advise in the development of affordability standards and targets for health insurer investments in primary care. The Collaborative first convened in July 2019, and produced an initial set of recommendations for strengthening the state’s primary care infrastructure in the Colorado Primary Care Payment Reform Collaborative Recommendation, First Annual Report in December 2019.
The Division of Insurance (DOI), which facilitates the Collaborative, is currently accepting applications for new Collaborative members. Members selected through this open process will serve a one-year term (July 2020 - June 2021) with the option of continuing for a second year, and will be asked to commit 4-6 hours per month. The DOI is seeking members with a variety of experience and expertise, including:
- Health care providers, including primary care providers of all types;
- Health care consumers;
- Employers that purchase health insurance for employees and employers that offer self-insured health benefit plans;
- Health care patient advocates;
- Health insurers, including those that contract with HCPF as managed care entities; and
- Experts in health insurance actuarial analysis.
As data show that racial/ethnic minorities, immigrants, LGBTQ individuals, and other underserved communities often experience barriers in access to primary care in Colorado, the DOI strongly encourages members of these groups to apply.

Participation on the Collaborative is voluntary; members will not be reimbursed for their service.
