Tung Chan appointed to serve as Colorado Securities Commissioner

DENVER - Department of Regulatory Agencies (DORA) Executive Director Patty Salazar announced today that she has appointed Tung Chan as Colorado Securities Commissioner. Chan will head the Division of Securities, one of the ten divisions under the umbrella of the state’s regulatory agency.

Tung Chan comes to Colorado from Hawaii, where she served from 2006 to 2015 as the Securities Commissioner, and is credited with expanding and invigorating the state’s Investor Education Program and the utilization of rapid response fraud alerts to quickly inform investors of current issues and trends. Prior to that, she worked as a securities attorney with the international law firm of Cleary Gottlieb Steen & Hamilton in New York City. Most recently, Chan, who is a graduate of the University of Michigan Law School and Dartmouth College, served as General Counsel for blockchain startups including the Ethereum Foundation at the launch of its genesis block.

"Tung’s expertise when it comes to securities from both an industry as well as regulatory perspective will be a huge asset to the state of Colorado," noted Executive Director Salazar. "Throughout her career she has built an impressive resume that includes comprehensive knowledge of technical securities law that has benefitted both investors at risk of being defrauded as well as small companies looking to enter and contribute to the market."

“I’m looking forward to joining the team at the Division of Securities, who are doing excellent work to balance a thriving securities industry in Colorado with the vital protection of investors,” commented Chan. “As we enter a very uncertain time together, the work of the Division will continue to be to provide steady, thoughtful and sound regulation in the face of evolving challenges.”

A Michigan native, Chan is no stranger to Colorado.  For many years, she visited family in Eagle County.  In addition, after law school, she clerked for the Hon. Stephanie K. Seymour, Chief Judge of the US Court of Appeals for the 10th Circuit, and traveled with the judge to Denver regularly where the Court sits. During her time as Securities Commissioner for the State of Hawaii, Chan served as the head of the Investor Education Committee with the North American Securities Administrators Association, also known as NASAA.

Chan’s appointment as Colorado Securities Commissioner is effective as of April 6,2020.
