Note From the Division Director
Hi everyone,
Welcome to summer! This is a season of celebration and milestones for our Division, and we’re looking forward to the first of two major summer birthdays– marking 250 years of American independence—and our own beautiful state of Colorado, which turns 150. These anniversaries offer a unique opportunity to honor the history that shaped our state, while remaining deeply committed to the future of the communities we serve.
Part of that celebration is recognizing the hard work happening right here in our Division. I am incredibly proud to highlight that both our Proposition 123 Community Support and Fast Track teams, along with our CERA team, were nominated for Housing Colorado Eagle Awards. Their leadership in maintaining housing stability and their tireless dedication to navigating complex legislation is truly the heart of what we do.
Even while we celebrate these successes, our work continues. As we navigate the season, we also have several key operational items to keep on your radar, including DOLA’s move to 1570 Grant Street, upcoming public comment periods, and vital learning opportunities.
We are very happy that Congress has passed the 21st Century Road to Housing Act and we are hopeful it will go into law in the coming weeks. It builds upon many areas where Colorado has already been a national leader, including manufactured and modular housing, reforms to encourage the development of housing production, innovation in housing funding and programs, and flexibility in funding to help encourage the development of affordable housing. As the bill hopefully moves forward towards implementation, we will continue to provide you with updates. A summary is available here.
In Colorado’s efforts to remain a leader in housing, we are very thankful for the ongoing participation of many leaders in the Colorado Housing Consortium. It is symbolic of our housing community’s ongoing commitment to collaboration and relentless pursuit of the best results for our communities.

 Proposition 123 Updates:
Commitment Filing Portal Open
The commitment filing portal for the 2027-2029 Proposition 123 Cycle is open. The deadline to file a commitment is November 1, 2026. Learn more about the steps to opt in to Proposition 123 on DOLA’s webpage or by watching the recently recorded webinar.
DOH Open Office Hours
DOH’s Proposition 123 Community Support Team is offering open office hours to provide technical support to jurisdictions on Proposition 123 compliance requirements and for filing a commitment for the upcoming 2027-2029 cycle.
These office hours are held weekly on Wednesdays from 1:00pm-2:00pm starting on July 15, 2026. Please click the link below to add the regularly scheduled event to your calendar.

Public Comment Period Extended
DOLA is extending the deadline for public comments on the draft Proposition 123 Homeownership Program Guidelines to July 2, 2026. The draft guidelines have been posted on our website, and stakeholders are invited to submit written feedback by email to dola_doh_ohfs_homeownership@state.co.us as a formal letter including specific page and section references.
All feedback will be reviewed and considered before the final guidelines are posted. The draft guidelines can be found under Featured Publications at https://doh.colorado.gov/publications-and-reporting.
DOLA Executive Director and Housing Consortium Co-Chair Maria De Cambra addressed the Colorado Housing Consortium’s latest meeting on June 16, to provide a comprehensive update on the state's housing landscape and DOLA’s ongoing initiatives.
Director De Cambra’s presentation highlighted significant progress from the 2026 legislative session, including successful budget preservation for the Division of Housing and updates on key bills such as HB26-1313, which adjusts statewide requirements for the Affordable Housing Fund, SB26-040, which expands eligibility for the Affordable Homeownership Program, and implementation update on SB25-002 Regional Building Codes
Additionally, DOLA celebrated the success of the Proposition 123 Fast Track program which now has 112 local governments on board, including the latest–the city and county of Denver.
Since November 2025, DOLA’s Division of Housing has successfully created or preserved 1,280 rental units and 230 homeownership units, underscoring the department’s dedication to increasing housing supply.
Beyond DOLA, Consortium attendees heard exciting updates and about the great progress our groups are making on the following initiatives:
- Common application
- Demand aggregation
- Innovative investment fund
We also heard from Adam Berger with Adam Berger Development and Tom Kurek with the State of Colorado's Public Private Partnership (P3) office about new projects that help bring solutions to problems this group has flagged as significant for getting more housing built now.

About the Colorado Housing Consortium
 The Colorado Housing Consortium is an action-focused, cross-sector call-to-action formed in March 2025 to advance affordable housing development and policy statewide. Co-chaired by DOLA Executive Director Maria De Cambra and Pat Hamill (BuildStrong Foundation), the Consortium mobilizes the expertise and influence of over 80 key housing stakeholders from the public, private, and nonprofit sectors.
Notice of Public Hearing & Comment Period: Colorado Department of Local Affairs 2026-27 Annual Action Plan
The Colorado Dept. of Local Affairs (DOLA) is preparing the 2026-27 Annual Action Plan for submission to HUD. This Plan directs the strategy for over $19 millions dollars in federal block grants for the following programs: Community Development Block Grant (CDBG), Emergency Solutions Grant Program (ESG), HOME Investment Partnerships Program (HOME), Housing Opportunities for Persons with HIV/AIDS Program (HOPWA), and Housing Trust Fund (HTF) toward affordable housing development and preservation, homelessness solutions, economic development, and public infrastructure for the next program year.
This notice announces the required public comment period and hearing to solicit input on housing and community development needs. Your participation ensures that funding priorities reflect the actual needs of Colorado communities, specifically regarding housing stability and economic opportunity for low-to-moderate income residents.
For the 2026-27, HUD has not announced allocations for the HTF program, but DOLA estimates that this amount will be $3,632,488. Should this actual grant amount differ from our estimate, we will increase or decrease the budget for affordable housing development proportionally.

Upcoming Training: The Developer’s Toolkit

DOLA's Division of Housing invites you to a two-day workshop to introduce you to the process of affordable housing development. The Developer's Toolkit is an engaging in-person training that will be held July 15 and 16, 2026 in Monte Vista. The class will run from 8:00 a.m. to 5:00 p.m. each day.
Through a series of activities participants will work in teams to solve the housing challenge facing a typical Colorado city. Hands-on exercises will provide working knowledge of the critical steps necessary to develop an affordable rental housing community.
Please Note: The course is open to 24 participants and the training format requires attendance and participation on both days. All course materials will be online; please bring your personal laptop to class.

Upcoming Office of Housing Finance and Sustainability (OHFS) Webinar

Congratulations to the Division of Housing teams on their nominations for the 2026 Housing Colorado Eagle Awards! The Proposition 123 Community Support team, and Fast Track team under the Division of Local Government were nominated in the People category, recognizing their collaborative leadership in helping 217 local and tribal jurisdictions commit to creating over 22,000 affordable housing units and navigating complex legislation to ensure eligibility and access to funding.
The CERA (Colorado Emergency Rental Assistance) team was also nominated in the Program category for their high impact work in keeping families statewide stably housed. The CERA team has supported over 5,000 households with rental assistance and 25,000 households with stability services since the start of the program in February 2025.
We are incredibly proud of these dedicated teams and their well-deserved recognition!
