Note From the Division Director
It has been rewarding to be able to join many of our partners in celebrating the beginning and finalization of projects that will deliver valuable homes for many Coloradans. To continue to support that important work, I am very excited that the DOLA team in collaboration with the Colorado Housing and Finance Authority (CHFA), the Colorado Office of Economic Development & International Trade (OEDIT) and the City and County of Denver’s Department of Housing Stability (HOST) announced the launch of Housing Hub Colorado, which is a huge step in the implementation of a centralized resource for affordable rental housing utilizing federal Housing Tax Credits and state and local gap funding.
In more challenging news, Colorado has been evaluating and planning around significant changes made to HUD's Continuum of Care Notice of Funding Opportunity (NOFO) released a few weeks ago. These changes affect more than $40 million across the state, including $4 million that the State administers. The NOFO is concerning because of new restrictions on funding and provisions that have the potential to punish organizations that have followed HUD guidance from previous years. Colorado has joined more than 20 other states to challenge this NOFO in court. Two additional lawsuits have been filed in the same court from nonprofits that are impacted by these changes.
On December 8, 2025, as a result of these legal challenges, HUD withdrew the 2025 HUD Continuum of Care Notice of Funding Opportunity (2025 NOFO) in anticipation of a hearing in Federal Court on the NOFO. In addition, as a part of an ongoing lawsuit regarding the NOFO, a judge is requiring HUD to respond with additional information by December 15, 2025. A hearing on the matter has been scheduled for December 19, 2025. We will work to keep our partners informed about next steps.
As we enter the season of gratitude, I’m grateful to have a wonderful team here at DOH that is passionate about strengthening Colorado communities and that we get to work with so many terrific organizations across the state.  Housing Hub Colorado
Last week, Governor Polis, Mayor Mike Johnston, Colorado Department of Local Affairs (DOLA), the Colorado Housing and Finance Authority (CHFA), the Colorado Office of Economic Development & International Trade (OEDIT) and the City and County of Denver’s Department of Housing Stability (HOST) announced Housing Hub Colorado. There has been some great coverage in the community explaining the benefits to developers and local communities in creating more affordable homes.
Housing Hub Colorado is the result of an unprecedented collaboration between state and local partners committed to reducing bureaucratic red tape, cutting down duplicative work, and improving the experience for developers who build affordable homes across the state. This initiative is one of three priorities identified by the Housing Consortium which Director Maria De Cambra co-chairs with Pat Hamil from BuildStrong Foundation/Oakwood.

 Chrysalis Apartments Groundbreaking
We celebrated a major step forward in expanding supportive housing in Colorado with the groundbreaking of Chrysalis Apartments, a new community that will provide 70 affordable homes for individuals experiencing chronic homelessness and those who have been involved in the criminal justice system.
Tyler Jaeckel spoke about how this project represents stability, dignity, and opportunity for residents, and shared that DOH is supporting Chrysalis with:
- 70 State Housing Vouchers
- $205,000 in Tenancy Support Services funding for the first five years
- $4.2 million Proposition 123 Permanent Supportive Housing grant
Chrysalis Apartments is designed for long-term success: trauma-informed design and wraparound services from The Empowerment Program will provide mental health care, substance use support, employment services, education, and more– all grounded in dignity and empowerment.
This project wouldn’t be possible without incredible partnerships, including The Empowerment Program, Community Capital Corporation, Radix Design, Pinkard Construction, Ross-Envolve, Colorado Housing and Finance Authority, Enterprise Housing Credit Investments, Sugar Creek Capital, and the City and County of Denver HOST Department.

Columbine Towers Groundbreaking
We attended the groundbreaking for Columbine Towers!
This milestone marks the next chapter for a community that has been home to Denver seniors for more than 50 years. The rehabilitation will include 149 affordable apartments and add 21 new homes, keeping all 170 units accessible for seniors aged 62+ and people with disabilities, while supporting residents to age in place with dignity and community.
Tyler Jaeckel highlighted that DOH is supporting this project with a $5 million cash-flow loan to fund acquisition and rehabilitation, a clear example of how strategic investment preserves deeply needed affordable homes.
Columbine Towers’ success reflects the power of partnership. We thank Ulysses Development Group, Columbine Towers Owner LLC, ebersoldt + associates, Legacy Construction Services, Ross-Envolve, the City and County of Denver HOST Department, Bellwether, Impact Development Fund (CDFI), and the U.S. Department of Housing and Urban Development (HUD) for their collaboration and leadership.
With these investments and partnerships, Columbine Towers will continue to provide a safe, welcoming, and affordable home for seniors, strengthening the community and protecting residents’ stability for years to come.

 DOH Proposition 123 Regional Open Office Hours
DOH’s Proposition 123 Community Support Team is offering open office hours throughout December to provide technical support to jurisdictions in designated regions on Proposition 123 compliance requirements. View the December schedule below and click the appropriate region to register:

Fast Track Office Hours
DOLA staff are holding drop-in office hours every Wednesday from 9:30 a.m. to 10:30 a.m. MST for technical assistance related to Proposition 123 Fast Track implementation. Drop in to the Google Meet anytime during this one-hour window to ask a question.
Direct Support for Child Care Facility Projects
DOLA, in partnership with Executives Partnering to Invest in Children (EPIC), is now offering direct support sessions to help communities and project leaders move child care facility projects forward.
These flexible, 30-minute technical assistance sessions are designed for projects that are facing time-sensitive milestones or need targeted expert guidance to help support a singular or broad child care facility development project.
Support may include:
- Navigating regulations
- Facility planning
- Project financing strategies
- Connections to tools, insights and resources
If your project is eligible, you’ll be matched with a technical assistance expert and receive a shared documentation file with notes, resources, and next steps.

Evaluation of the Colorado Homeless Contribution Income Tax Credit
The Office of State Auditor (OSA) has released its evaluation of the Colorado Homeless Contribution Income Tax Credit (HCTC). The credit is scheduled to end on December 31, 2026, unless the 2026 Legislature passes a bill to continue it.
Key findings include:
- The HCTC encourages donors to contribute more and to direct their giving toward HCTC-participating organizations.
- Most donors said they would reduce their contributions if the credit were no longer available.
- Nonprofits report that the HCTC provides valuable financial support.
- Twice as many organizations received donations through the HCTC compared to the Enterprise Zone Contribution Tax Credit previously available for homelessness projects.
The OSA will publish an addendum in early 2026 once the Department of Revenue finalizes tax credit claim data.
 February 2026 Gap Funding
We had anticipated offering up to $10 million of federal funds for rental or homeownership projects as part of our February 2, 2026 competitive funding application round. However, DOH has not yet received its anticipated 2025 federal grant agreements for HOME, Housing Trust Fund, or Community Development Block Grant dollars.
DOH is amending available funds to offer $7 to 9 million of State Housing Development Grant Vendor Fee and approximately $1.5 million of federal HOME funds from a previous year award. We will continue to make $7 to 9 million of Affordable Homeownership Program funds available as previously published.

 Inaugural Round of Accessory Dwelling Unit Grant Program (ADUG) Awarded
DOLA's Division of Local Government (DLG) recently awarded the first round of the Accessory Dwelling Unit Grant Program (ADUG). This program supports local governments in activities that make it easier to build accessory dwelling units (ADUs) such as:
- Offsetting costs for developing pre-approved ADU plans
- Providing technical assistance to homeowners, or
- Waiving, reducing, or providing financial assistance for ADU associated fees and other required costs.
By reducing barriers to construction of these smaller, more affordable units in detached home neighborhoods, ADUs present a viable alternative to low-density, dispersed development.
The next round of ADUG funding will run February 2 to 27, 2026. Interested applicants are encouraged to fill out this short ADUG interest survey and register for an information session on December 17, 2025, at 11 a.m. MST.
To further support compliance with the ADU law, DOLA also recently released a new Accessory Dwelling Unit (ADU) Toolkit, a comprehensive resource that serves as a clearinghouse for local governments researching or updating their current ADU regulations, programs, incentives, and homeowner assistance materials.
