Note From the Director
This has been a month of transformation.
I recently had the pleasure of attending Catholic Charities’ opening celebration for Hunt Family Housing in Colorado Springs. This project, which transformed a 1902 elementary school into 24 transitional housing units, received a $4.4 million investment from the Transformational Affordable Housing Grant (TAHG) funds. I’m consistently impressed by the unwavering commitment and dedication of our partners and community members who make such incredible transformations possible. It's truly rewarding to witness the intended impact of the TAHG funds come to fruition. A special thank you to the legislators whose vision made TAHG a reality.
This project serves as a powerful reminder of the many transformations we all experience throughout our lives. It instills hope not only for the families who will benefit from Hunt Family Housing but also for our industry of dedicated housing professionals.
Every step forward reflects a shared commitment to making housing more attainable for the people who call Colorado home. Thank you for your continued collaboration and support as we work together to build stronger, more resilient communities.

 Faster Contracting Times at DOH
The Division of Housing (DOH) has made major progress in streamlining its contracting process. As of June 2025, the median time to execute contracts is 126 days—a 48% reduction from the 240-day median prior to July 2023.
DOH is meeting its contracting Wildly Important Goals (WIGs), including:
- Initial drafts sent within a median of 25 days of award (Q4 median 22.5 days).
- Final state signatures completed within a median of 7 days of applicant signature (Q4 median 7 days).
- Full execution within a median of 80 days (Q4 median 33 days, excluding applicant review time).
- Award notifications issued within a median of 25 days (Q4 median 3.8 days).
Since April 2024, DOH has also implemented an extension request process. Of the 52 Office of Housing Finance and Sustainability (OHFS) projects executed under this process, the median contracting time has been 116 days, with 146 days for loans and 104 days for grants.
These improvements demonstrate DOH’s commitment to increasing efficiency and transparency while supporting housing partners statewide.
 DOLA Leaders Present at 2025 RMHA Annual Conference
Deputy Executive Director Maulid Miskell, Division of Housing Deputy Director Megan Yonke, and Office of Regulatory Oversight Director Sam Albrecht presented at the 2025 Rocky Mountain Home Association (RMHA) Annual Conference in Black Hawk on Wednesday!
RMHA champions factory-built manufactured and modular homes in Colorado—work that closely aligns with DOH’s priorities to expand housing options and affordability statewide.

 Willoughby Corner Ribbon Cutting
Willoughby Corner, Boulder County’s newest affordable housing community, held a ribbon cutting ceremony last Thursday to celebrate the completion of 192 townhomes, duplexes, and 80 permanently affordable for-sale homes! And there are still more to come—Willoughby Corner is a multi-phase project that will ultimately deliver 400 permanently affordable homes on its 24-acre site!
DOLA’s Division of Housing Director Alison George spoke at the ribbon cutting about how Willoughby Corner represents the future of housing in Colorado: a community that is inclusive, environmentally responsible, and rooted in community needs.
DOLA proudly supported this transformational project with over $14 million across three awards, including Housing Development Grant funds and Transformational Affordable Housing Grant funding. These investments ensure the homes are not only affordable but also sustainable, healthy, and built to last.
We can't wait to see this incredible community reach its full potential in the coming phases.
 Waterview Homes - Rural Homes Early Childhood Initiative Ribbon Cutting
Deputy Executive Director Maulid Miskell and Housing Development Specialist (SW Region) Shirley Diaz. joined the ribbon cutting of Waterview Homes, 21 new townhomes designed to be affordable, energy efficient, and flexible, including several that meet in-home child care licensing standards.
This project is part of the Rural Homes Colorado Early Childhood Initiative to address workforce housing and childcare access needs in rural and resort communities.
DOLA’s Divisions of Housing and Local Government are proud to support Waterview Homes with an over $9 million investment through Housing Development Grant funding, over $1 million from the Incentives Grant Program (IHOI), and a $584,142 award through the Energy/Mineral Impact Assistance Fund (EIAF) More Housing Now Initiative.

 Introducing the Childcare Facility Development Technical Assistance Cohort
We’re excited to introduce our second Child Care Facility Development Technical Assistance Cohort! This program is designed to support project teams and partnerships in the planning stages of a child care facility. Participants will gain insights into best practices, explore successful approaches to development, and connect with a network of peers to build high-quality, sustainable child care solutions for their communities.

Join the Colorado Homeless Contribution Income Tax Credit (HCTC) Information Sessions
The Colorado Homeless Contribution Income Tax Credit (HCTC) helps nonprofits increase fundraising. Nonprofits can offer 25-30% tax credits to donors for contributions to approved operational services or capital campaign projects focused on homelessness or its prevention.

 Notice of Funding Availability Released for Youth Housing Stability Program
DOH recently released the 2025 Youth Housing Stability (YHS) Notice of Funding Availability (NOFA). This competitive funding opportunity supports housing-focused, equitable solutions to prevent and end homelessness across Colorado.
DOH invites proposals for low-barrier, client-centered services and interventions that help youth and families quickly secure and maintain stable housing. YHS prioritizes programs that:
- Collaborate closely with community partners
- Use real-time data to guide decisions
- Address the needs of populations disproportionately affected by homelessness
By aligning state and federal funding, YHS advances a coordinated, statewide response to homelessness that promotes long-term stability.
Eligible Activities Include:
- Host Homes
- Homelessness Prevention
- Rapid Re-Housing

DOH Makes 11 Conditional Awards in CHFA’s LIHTC Round 2
On June 2, 2025, DOH accepted pre-applications for projects seeking gap funding in conjunction with CHFA’s August 1 Round 2 4% + State tax credit application. DOH received 29 pre-applications and scored them using standard criteria.
DOH has conditionally awarded funding to the following projects, contingent on receiving tax credit awards from CHFA. Once awarded tax credits, applicants will have 12 months to submit a full application to DOH. If a project does not receive tax credits in this round, its conditional award will be nullified.

 Local Planning Capacity Grant Opens with New Eligible Project Types
The Local Planning Capacity (LPC) Grant program now funds more project types, including comprehensive plans, land use code updates, and preliminary planning or analysis to support affordable housing development.
This program helps local governments build the capacity to meet affordable housing goals through land use and planning work—especially efforts to implement expedited review requirements for affordable housing (“Fast-Track”).
The next application cycle runs Friday, August 22, 2025, through Monday, September 22, 2025.
