New Land Use and Housing Implementation Portal
CDO recently launched a new Land Use and Housing Implementation Portal to allow local governments to submit all required information for the 2024 Land Use and Housing Legislation implementation electronically. In the Portal, users can view and sort all forms that their jurisdiction is subject to, including optional forms. Users can sort forms by law, deadline, and completeness. We thank the many local governments that helped develop and test this tool.
Subject jurisdictions should have been emailed an account setup notification. Users who encounter any issues with the portal may use the assistance form or email dola_luhip@state.co.us.

2025 Land Use Survey: Deadline - June 20, 2025
CDO recently launched the 2025 Land Use Survey in partnership with the American Planning Association, Colorado Counties, Inc., and the Colorado Municipal League. This survey is administered every five years to assess planning needs and trends. Responses will direct services, aid planners, and inform legislators.

Introducing the DOLA Civic Solutions Hub
 The DOLA Civic Solutions Hub, a brand new program from DLG, is designed to support local governments in capacity building and operational efficiency. DOLA will facilitate and enhance partnerships between public, academic, and private parties to explore, pilot, and implement new processes and technologies that will enhance local government operations, increase capacity, and provide more efficient constituent services.
This program will provide the opportunity for Colorado local governments to pilot new initiatives and create case studies on what is working in the area of internal organizational service delivery.
Free Two-Day Workshops
As part of this program, we are proud to feature two, two-day, hands-on training programs designed to equip local government leaders with the tools and strategies to foster a culture of innovation. Participants will work in groups to learn to empower their teams, promote cross-departmental collaboration, and create a safe environment for experimentation.

Pilot Project Funding (Expected in Fall 2025)
The Civic Solutions Hub is also proud to offer funding of up to $50,000 per project (with a 25% match) to local governments for new ideas or technologies in the operational space.

State Revolving Fund (SRF) Eligibility Survey Open Through June 30, 2025
The State Revolving Fund finances the design and construction of Colorado water, wastewater, and stormwater infrastructure. Drinking water and wastewater system entities must complete the SRF Eligibility survey annually to be eligible for this funding.
The survey is used to identify the 20-year capital improvement needs of all publicly owned water and sewer systems, private nonprofit water systems, publicly owned stormwater systems, and non-point source projects throughout Colorado.

The second round of the Housing Planning Grant (HPLN) Program opens June 9 and closes July 11, 2025. This program offers grant funds to support housing needs assessments, housing action plans, and comprehensive plans elements (strategic growth and water supply). Program guidelines, application materials, and other relevant information is available on the program website, and interested applicants should email Program Manager Ashley Basham to discuss your project.

Proposition 123 Incentive Funds for Early Adoption of Fast-Track
In case you missed it, $2 million is available to reward early adoption of expedited review or fast track policies for Proposition 123-eligible local governments. Local governments that adopt a Proposition 123-compliant expedited review process by December 31, 2025 (one year ahead of the December 2026 deadline) will receive up to $50,000 in planning grant funding, with no local match required.
Peace Officer Behavioral Health Support and Community Partnership Grant Program Open Through June 30, 2025
This program provides grants to law enforcement agencies, behavioral health entities, county or district public health agencies, community-based social service and behavioral health providers, peace officer organizations, and public safety agencies for the purposes of behavioral health support to peace officers and their immediate families. Approximately $1.8 million is available for Fiscal Year 2025-2026. Please visit the program webpage for more information.
Department of Homeland Security and Emergency Management Natural Disaster Mitigation Enterprise Grant Cycle Open Through August 9, 2025
The Natural Disaster Mitigation Enterprise (NDME) grant is open for the second round in 2025. NDME will fund local governments to implement resilience and natural disaster mitigation measures and will match funds required by federal grants dedicated to implement pre-disaster natural disaster mitigation measures. NDME also provides technical assistance to local governments on natural disaster mitigation.

Colorado Energy Office (CEO) Local IMPACT Accelerator
CEO’s Local Implementation, Mitigation, and Policy Action (Local IMPACT) Accelerator will provide a total $50 million in grants to support local governments with policy adoption to bolster local resilience, reduce emissions, and advance other state priorities, such as improved air quality.
The program is open June 16 - July 1, 2025. Funding for this program comes from the U.S. Environmental Protection Agency’s Climate Pollution Reduction Grant (CPRG) program.
