The following are the necessary steps for the county to generate a tax bill:
- Assessors with omitted property in their county will add the value for 2024 and value track it as omitted property.
- Notify the treasurer of the omitted value by providing a spreadsheet indicating the value and taxes for each property impacted along with a copy of this bulletin.
- A tax bill for the company, for 2024 payable in 2025, needs to be processed.
- The Division suggests sending a notice to any taxing entity that has an unexpected substantial increase.

Proposed 2025 Ski Area Possessory Interest Capitalization Rate - UPDATE
Because the determination of the ski area possessory interest capitalization rate is a difficult and complicated topic to understand, we plan to postpone the 2025 proposed rate correction until 2026. We will hold further discussions with industry, interested parties, and impacted counties, to allow more time for input, research, and consideration.
For 2025, instead of the proposed capitalization rate of 13.05%, as presented at the March 11 pre-SAC meeting, we will propose a rate of 13.85%, which was developed using the same capital structure in the band of investment technique as the 2024 capitalization rate.
The agenda and materials for the March 27, 2025, meeting of the Statutory Advisory Committee will be updated to reflect this change.
