Updated Template Land Development Code Now Available
The Division of Local Government's Community Development Office (CDO) has released an updated Template Land Development Code (formerly known as the Model Land Use Code). This template can be used as a unified development code that integrates all of the basic land use regulatory tools available to Colorado towns/cities and counties or as a source of recommended best practice approaches to specific topics – such as accessory dwelling units, telecommunications facilities, or parking requirements. Last revised in 2008, there are now four versions of the code, which include two standard versions for counties and municipalities and, by request, two streamlined versions that are easier to implement by smaller counties and municipalities. The CDO has also developed a companion guidebook to work with when developing or updating a code.

DOLA’s historic mission is to strengthen Colorado’s local communities, and to ensure we stay on course, we are seeking feedback from local governments on your experiences working with DOLA and the Division of Local Government (DLG) in particular. We are asking for 10 minutes of your time to help us improve and streamline our programs and processes so that we may continue to provide the most relevant information, training and financial resources to you and your communities. Please complete the Division of Local Government Survey by January 17, 2025.

Funding Highlights
Micro-Grants for Heat Resilient Communities
The Center for Heat Resilient Communities offers a year-long program designed to help communities develop actionable heat resilience strategies. Participants will create a locally tailored "Heat Resilient Community Blueprint" using the Center’s Roadmap Workbook, identifying “shovel-ready” actions aligned with funding opportunities. The program includes guidance from international experts, access to a national network of heat leaders, financial support through a $10,000 micro-fund award, and the opportunity to influence federal policies on heat resilience. Application Deadline: January 24, 2024.
Rebuilding American Infrastructure with Sustainability and Equity (RAISE): $1.5B
This funding opportunity will support both capital and planning projects focused on improving surface transportation infrastructure. Application Deadline: January 30, 2025.
Community Development Block Grant (CDBG) Now Open
The Community Development Block Grant (CDBG)’s eligible use of funds include:
- Acquisition
- Design/engineering
- Construction
- Reconstruction
- Rehabilitation/Installation of public improvements or public facilities
Application Deadline: February 24, 2025.
Next Round of Funding for Affordable Housing Planning Capacity Opens February 14
The Proposition 123 (Prop 123) Local Planning Capacity Grant Program supports local governments implementation of housing goals, including efforts to streamline or incentivize affordable housing developments and achieving Prop 123 commitments. Note: Only local governments that have filed a Prop 123 commitment with DOLA’s Division of Housing are eligible for this funding.
Funding opens February 14, 2025, with an application deadline of Friday, March 14. An informational webinar for prospective applicants is scheduled for Thursday, January 9, 2025, from 11 a.m. - 12:30 p.m. All application materials are available on the program website.
WaterSMART Large-Scale Water Recycling Projects Application Deadline Extended
The United States Department of the Interior has extended the deadline for this program, which supports large-scale water recycling projects in the Western United States. These initiatives are essential for addressing water shortages by transforming unusable water sources into reliable, drought-resistant supplies. With a focus on sustainability and flexibility, Title XVI projects improve urban and irrigation water efficiency, diversify water supplies, and provide clean water for growing communities. The application deadline is now April 7, 2025.
