New Tax Exemption
House Bill 24-1036 Adjusting Certain Tax Expenditures states that, effective January 1, 2025, the sale, storage, usage, or consumption of the following structures will be exempt from sales and use tax:
- Manufactured homes
- Modular homes
- Tiny homes, or
- “Any closed panel system” used to construct a factory-built residential structure

Accessory Dwelling Units in Colorado
On May 13, 2024, Governor Jared Polis signed the House Bill 24-1152 Accessory Dwelling Units (ADUs). This bill went into effect on June 30, 2025 with the goal to make it easier to allow ADUs to be placed on single family lots. ADUs include off-site construction units (modular and tiny homes), on-site constructed units, and conversion of existing space. On November 18, 2024, Denver City Council passed a Citywide Accessory Dwelling Units measure that allows ADUs in all residential areas of the city.
