EDI 3.1 Filing and Service Date Reminders
With Colorado’s transition to Electronic Data Interchange (EDI) 3.1 on July 9, 2026, the Division of Workers’ Compensation (DOWC) has received several questions regarding the relationship between the date an EDI transaction is successfully processed and the date reflected on the corresponding admission document. This reminder is intended to clarify how existing filing and service requirements apply under EDI 3.1.
Understanding the EDI Filing Date
Under Rule 1-2(A), unless otherwise provided by rule or statute, the filing date of a document submitted electronically is the date the DOWC successfully processes the EDI transaction.
Accordingly, the accepted EDI transaction date establishes the filing date with the DOWC. When the transaction is accepted, the filer will receive an acknowledgment.
Timeliness Requirements
Rule 1-4(A) provides that whenever a document is filed with the DOWC, a copy of that document must be served upon each party on the same date and in the same manner.
Because the accepted EDI transaction establishes the filing date, the accepted EDI transaction date and the certificate of service date reflected on the corresponding document must match.
The DOWC will rely on the date that the EDI transaction is accepted into CoComp when evaluating applicable timeliness requirements. When the transaction is accepted, the filer will receive an acknowledgment. Insurers should not use a later mailing or service date for the corresponding admission document to establish a different compliance date.
EDI Filing and Service Example
An insurer submits an SROI IP on September 15, 2026. The transaction is accepted into CoComp on September 16, 2026 and the filer receives an EDI acknowledgment. The accepted SROI IP establishes the filing date of the admission. Accordingly:
- The certificate of service date reflected on the corresponding admission document should be September 16, 2026.
- If the admission initiates temporary disability benefits, the initial compensation payment must be postmarked no later than September 16, 2026, in accordance with Rule 5-6(B).
- Thereafter, compensation payments must be made at least once every two weeks, with the payment schedule measured from the September 16, 2026, accepted transaction date.
- As provided in Rule 5-6(B)(1) and (2), subsequent compensation payments mailed via the United States Postal Service shall be presumed timely if postmarked at least three (3) business days prior to the due date, excluding legal Colorado state holidays. For payments issued electronically, the payment will be considered timely if funds are received by the claimant’s financial institution on or before the scheduled payment due date, excluding legal Colorado state holidays.
Insurers are encouraged to review their internal processes to ensure that applicable EDI transactions and corresponding admission documents are processed consistently in accordance with all regulatory requirements.
