EDI Filing and Supporting Documentation Process
Introduction
This email contains important clarification on what happens after a filer submits an EDI transaction to the Colorado Division of Workers’ Compensation (DOWC) and whether separate forms must also be filed with the DOWC. At this time, carriers, third-party administrators (TPAs), and self-insured employers are the only stakeholders utilizing CoComp.
Summary
The filer submits an EDI transaction and receives an acknowledgment. Once accepted, the transaction meets the DOWC’s state filing requirement and is transmitted to CoComp. This removes the need to submit General Admission (GA), Final Admission (FA), or similar forms separately to the state. If supporting documentation is required, CoComp emails the filer with instructions for submission and linking. The filer then uploads documents in CoComp but must also deliver any required forms to the claimant, representative, or other parties outside of CoComp.
Step-by-Step Process
- The filer submits the required EDI transaction to start the process.
- The filer receives confirmation indicating whether the EDI transaction was accepted.
- If the EDI transaction is accepted, it meets the state’s filing rule. GA, FA, and similar forms do not need to be filed separately with the state.
- The accepted EDI transaction is sent directly to the correct record in CoComp.
- If the transaction relates to payment, admission of liability, or a position statement, CoComp will notify the filer if more documents are needed. Some examples include:
- Transactions with lower than the reported average weekly wage (AWW) must include wages and calculations.
- Support for an increase in AWW due to COBRA.
- Support for an increase in AWW due to concurrent employment.
- Support for suspension of Temporary Total Disability (TTD) or Temporary Partial Disability (TPD). In addition, suspension of TPD must include TPD wages and calculations for the entire TPD period, unless the rate was previously established (e.g., a modified-duty job offer).
- Support for termination when there is a change in benefits from TTD to TPD.
- Support is needed when an offset is being taken or asserted.
- Support for Maximum Medical Improvement (MMI).
- Support for Claim Abandonment under Rule 7-1(B) and (E). In either instance, a date of MMI is not required. Any indemnity benefits should have been previously suspended.
- CoComp sends the filer an email (from: cdle_cocomp@state.co.us) with instructions to upload and link supporting documents to the EDI transaction. For details on what to send, refer to the DOWC's rules and the Workers’ Compensation Act.
- The filer uploads the requested documentation in CoComp and links it to the correct EDI transaction.
- Any paper or PDF forms, including GA (WC2), FA (WC4), and supporting documentation required for the claimant, the claimant's representative, or other parties, must be delivered outside CoComp. The state does not require a separate copy unless specifically requested.

Ongoing CoComp Updates
The DOWC understands that some users are experiencing issues with duplicate document requests and document limits. To help, the document limit has been increased. The DOWC team is working to resolve these issues and aims to complete the fixes in the coming months. Thank you for your patience as work is done to improve your experience. If you have questions, please contact the DOWC at cdle_wccustomer_service@state.co.us.
