The Office of Labor Market Information (LMI) is delaying publication of Q2 (2nd quarter) 2024 QCEW data indefinitely in order to conduct additional data cleanup to provide the maximum quality of data. We are committed to providing the highest quality data and continue to take several steps to uphold that commitment.
The irregularities in data show inconsistencies in employer reporting, which the CO Unemployment Insurance (UI) division is currently investigating. Despite these irregularities, we are starting to see improvement in employer reporting. Historically the QCEW program has garnered a 90% response rate among Colorado employers on establishments. In Q3 2023, that rate dropped to 28% which has subsequently recovered to 85.9% in Q1 2024.
We continue to work diligently with our partners in UI and our national BLS counterparts to identify all potential root causes and test possible solutions. Simultaneously, we are focusing our outreach and education efforts to ensure employers are meeting timely and accurate reporting requirements and understand the penalties associated with failure to report timely.
Increased data review and integrity efforts to date include an inactivation notice sent by the UI division to 33,000 employer accounts in early October, which deactivated inactive employer accounts and alerted those who were active to come into compliance with their reporting obligations. More than 9,000 non-reporting employers who have not reported since Q3 2023 have also been sent a notice regarding non compliance.
Under Colorado law, employers must report wage reports to the UI division or may face penalties associated with non compliance.
Lastly, effective with the release of Q2 2024 data, the Bureau of Labor Statistics is suspending publication of industry and substate QCEW data for Colorado as our data cleanup continues. The BLS note is available on bls.gov.
