Colorado Workforce Forum
The July Colorado Workforce Forum had 90 attendees and five presenters! Wow! The WDP Senior Policy Advisor shared an overview of the impacts of the Training and Employment Guidance Letter (TEGL) 10-23, Reducing Administrative Barriers. Metro Denver shared information about their Off-base Transition Training Program, which assists Veterans and their families transitioning back into civilian life. Two Business Services Managers from our Local Workforce Centers presented the New Core Business Services, and a presenter from the Department of Personnel and Administration (DPA) spoke about open Colorado State Jobs and how Workforce Centers can get participants to apply for them.
- Workforce Development Month at The Forum: Local Workforce Areas showcased a variety of Workforce Development Month activities hosted so far at the Colorado Workforce Forum on September 18th, 2024, as well as upcoming activities for the rest of the month. Disability Program Navigators
- E&T- The Employment and Training Disability Program Navigator (DPN) initiative was unanimously approved by the Joint Budget Committee (JBC) and signed into the Long Bill by the Governor this legislative session. Through a partnership with the Division of Vocational Rehabilitation (DVR), this legislation’s funding will also allow DVR to secure an additional $1.8 M in federal funds- resulting in a total of $2.36 M for the program. This funding will sustain the work of the Disability Program Navigator (DPN) initiative to align workforce services for individuals with disabilities. This continues the partnership between the Employment & Training Division, DVR, and other disability-related service providers to reduce the duplication of services and to braid resources. DVR will also receive an additional $863,321.00 in case services.
WIOA Evaluation
On May 6, 2024, the United States Department of Labor (USDOL) released TEN 29-23-A, highlighting Colorado’s WIOA Evaluation Performance and Equity in Colorado’s WIOA Programs, A Sequential Mixed-Method Evaluation as a model study that other states can use for reference.
GSJH
January 1 - June 30, 2024 the Governor’s Summer Job Hunt has:
- 17,188 youth & young adult registrations
- Provided 148 job fairs, workshops, and career events in local workforce areas
- Served 25,885 youth and young adults and 991 businesses in the events mentioned above
- Provided 27,639 staff-assisted services to 6,798 individuals
- Provided 11,097 job referrals to 3,027 individuals
- CDLE staff from GPPR, WDP, and the Division of Labor met with US DOL regional staff to coordinate communications for youth labor laws and related topics
- Local areas have begun industry tours with SWAP students in Jeffco, and internships are in full swing in Weld, Boulder, Jeffco, ADW, Adams, Larimer, Pikes Peak, and Denver.
The GSJH has successfully completed supporting two of the Governor’s Wildly Important Goals.
- By June 30, 2024, provide job readiness services to over 1,500 young adults, including job search assistance, resume assistance, application assistance, job fairs, and hiring events.
Total: 5,494
- By June 30th, 2024, support 20 youth-focused career events to increase awareness of career opportunities for Coloradans aged 16-24.

E&T is proud to announce we have applied for the following grant:
Critical Sectors Job Quality Grant (applied). E&T Successfully submitted the $3 million Critical Sectors Job grant proposal on July 10th, 2024. The proposal “Elevating Excellence: A Colorado Critical Sectors Blueprint”, targets aligning quality jobs in climate resiliency occupations in Colorado to attract the post-COVID untapped labor pool, and increase engagement of employers seeking qualified talent in this growing sector. The grant would target jobs in utility occupations, with pathways in pest and fire mitigation, weatherization, and electrical. The grant builds on the work of the Job Quality Academy, which outlines features of a quality job and lays out practical steps that can be taken to improve job quality in Colorado.
Updates on the Pathway Home Grant:
- Final enrollment for the pilot program is 504 (144% over goal)
- Credential Attainment is 90
- Employment Rate is 48.7%
- 27% of participants completed training
- The Recidivism Rate is 3.8%, exceeding the goal of 10%
- The Grant ended June 30, 2024. Close-out reporting began July 15, 2024.
