House Bill 21-1208 established the Natural Disaster Mitigation Enterprise allowing a two dollar fee to be assessed on every property insurance policy held in the state of Colorado. Those fees are used to fund hazard mitigation grants and technical assistance to local government agencies. Starting in 2022, fees were assessed and $4,839,329 was collected based on policies held in most of 2021 to support NDME grants.
A statewide grant opportunity was announced in January of 2025. Twenty-six local government agencies applied, requesting a total of $17,714,905. Applications were scored and the top eight applications were selected for funding totaling $4,779,486. The remaining one percent of the fees collected will be rolled into future grant opportunities. The next grant opportunity will be announced in May of 2025.
