Dear Child Care Providers and Programs,
We are writing to inform you of an immediate change to the Division of Early Learning Licensing and Administration (DELLA) inspection protocols.
Following a recent federal monitoring visit from the Office of Child Care (OCC), it was determined that Colorado’s current practice of notifying providers of an upcoming 90-day annual inspection window by sending out the Reviewing PDIS Prior to the Annual Inspection letter is not in compliance with federal Child Care and Development Fund (CCDF) regulations. To align with the Child Care and Development Block Grant (CCDBG) Act, all annual inspections for licensed providers must be conducted on a truly unannounced basis.
What this means for you:
Effective immediately, the practice of providing a 90-day advance notification letter for annual inspections has been discontinued. All future annual inspections will be conducted without prior notice to ensure compliance with federal health and safety monitoring requirements.
Our plan moving forward is to send a quarterly communication to all programs, asking providers to update their staff file information in PDIS or to notify the licensing specialist that they do not wish to use the PDIS system.
