The Rules Advisory Council (RAC) will convene on Thursday, March 12, 2026, to receive a presentation (informational only) on a comprehensive set of amendments and new definitions to the Colorado Universal Preschool Program (UPK), also referred to as the “UPK Mega Rule.” The primary objective in implementing this extensive regulatory package is to enhance the clarity, integrity, and operational safeguards within the Universal Preschool programmatic framework.

Public Rulemaking Hearing - CANCELLED
The March 2026 Colorado Department of Early Childhood (CDEC) Public Rulemaking Hearing is cancelled. Public Hearings will resume on April 23, 2026.

How to Participate
Attend the Meeting/Hearing: We encourage you to carefully review the proposed rules, and attend the RAC Meeting and/or Public Rulemaking Hearing prepared to provide feedback, whether positive or negative. Share any concerns, identified oversights, or factors for consideration before the proposed rules are adopted. Those wishing to testify should Register at least one (1) day prior to the hearing. Individuals who pre-register will have the opportunity to speak first.
Submit Written Feedback: Please submit written comments to CDEC_Rulemaking@state.co.us as early as possible to ensure adequate time for review and consideration. While comments are accepted up to the date of the hearing, we strongly encourage early submission for thorough review.

- The Department provides the proposed rules as a “Redlined Draft” to easily identify revisions, and a “Clean Draft” for better readability. The “Rule Folder” is provided for public members that want to take a deeper dive into all of the collected rulemaking material for each proposed rule.
- Please continue to utilize CDEC Rule Tracker for the Department’s most up-to-date rulemaking information.
- Each anticipated rulemaking itemized on the CDEC 2026 Departmental Regulatory Agenda, will be added to the CDEC Rule Tracker during the public engagement phase of the proposed rule(s).
