 Hot Tip of the Month: Parent Fees
All CCCAP cases with an active authorization must have a parent fee set. This includes cases in which the parent fee is waived or there is a $0 parent fee for no countable income. In these types of cases, a $0 parent fee shall be assessed and allocated in CHATS, and an override may be required. QRG - Parent Fees in the LMS has been updated to include this guidance.

Question: Client submitted her redetermination and is claiming that her employment income is not countable due to the funding source. Per the employer letter, she is paid as a CNA to care for her child, through Colorado Medicaid programs. These payments are defined as 'Difficulty of Care Payments' and fall under IRS Notice 2014-7. We are seeing this as employment income—taxes are withheld—and also as 1099 income categorized under 'Difficulty of Care Payments.'
I do not see these payments listed as income exclusions in rule. Therefore, we consider this income to be countable. Additionally, she is also paid as a 'Parent Provider for the CES Medicaid Waiver' under Difficulty of Care Payments and is considered 1099 with this agency. Again, I do not see anything in rule that supports excluding this income. I am submitting this ticket to confirm that all three income sources are countable.
Response: Thank you for your support ticket.The income sources you have referenced are considered countable income. More specifically, when an adult caretaker is directly receiving Difficulty of Care payments the income is countable. Please ensure detailed case comments are entered for all case actions and outcomes.

10/1/2025 State-Established Rate Project
County Rate Plan Project Updates: Phase III
Deloitte created new 10/1/2025 County Rate Plans for each county and batch-approved them on the evening of 7/31/2025. Between now and 9/30/2025, counties will need to create new 10/1/2025 rate schedules for all providers. Because CHATS will automatically enter the existing private pay rates, the steps for creating the new rate schedule are simplified. A step-by-step guide is available here: 10/1/2025 Rate Project
