Dear CCCAP Child Care Provider,
The Colorado Department of Early Childhood will implement the new Colorado Child Care Assistance Program (CCCAP) State-Established daily tiered reimbursement rate maximums (Regular Rate Type ceiling rates) effective for care dates as of 10/1/2024.
The new rates being implemented as of 10/1/2024 are based on the results of the alternate child care provider rate setting methodology and formula that was approved for development and implementation in the fall of 2024 in place of a traditional market rate survey. This new methodology accounts for cost of quality care and reflects variations by geographic location, type and category of provider, quality level of provider and age of child while considering equity and impact on diverse populations with the goal of ensuring the provider rates more accurately reflect the cost of child care rather than a family’s ability to pay.
CDEC leadership set a three-year timeline to transition from market-based rates to cost-based rates, with an initial year of implementation beginning October 1, 2024. The second year will begin October 1, 2025 and the third year will begin October 1, 2026. This timeline complies with federal requirements and allows the state to phase in the increased rate structure over three funding cycles.
The Comprehensive Report which details the results of the new alternate methodology for rate setting and how the State-Established licensed child care provider daily reimbursement rates were set has been posted publicly on the CDEC website.
There are eight optional County-Established alternative rate types (Before School, After School, Before and After School, Overnight, Weekend, Evening, Disability and Out of County). Counties have the ability to choose which of the eight optional alternative rate types are offered in their county. Counties may adjust their alternative rate types effective 10/1/2024 in coordination with the State-Established daily tiered reimbursement rates (ceiling rates).
**PLEASE NOTE**: Daily tiered reimbursement rates for the State-Established (Regular Rate Type) or any County-Established alternative rate types will pay at the daily tiered reimbursement rate maximums (ceiling rates) or at the provider’s publicly posted private pay rates that were submitted to CCCAP for the most recent Fiscal Agreement, whichever is less.

County-Established alternative rates (ceiling rates) can be viewed by selecting “View County CCCAP Policies and Rate Plan” and then selecting the appropriate County Rate Plan effective 10/1/2024.
