Universal Preschool Updates
Family matching rounds are complete! Families received their match notification on July 23rd, and were to accept or decline their match by July 30th.
There's still time to enroll in Colorado Universal Preschool before school starts! The program is now moving to its “walk-in” enrollment phase. Families can work with providers in their area to fill out an application at upk.colorado.gov and enroll in the Universal Preschool program on site, as long as the provider has space. Families with children who have an IEP will still be placed through AUs and the school district.
Space is limited! Registering now is the best way to ensure your child has access to your families top preschool choice.

Colorado Rulemaking Updates
The Colorado Department of Early Childhood (CDEC) is developing the 2025 Departmental Regulatory Agenda (Regulatory Agenda) as required by section 2-7-202(6), C.R.S. This document outlines the Department’s rulemaking priorities for the coming year. The Regulatory Agenda is informed by four key components:
- Legislative Implementation
- Programmatic/Operational Needs
- Mandatory Rule Reviews
- Public Feedback
We Want to Hear from You! The Department seeks public feedback to understand potential challenges with its rules and identify areas for improvement. CDEC oversees various programs and services, as defined in section 26.5-1-109, C.R.S., which support child and parent outcomes and enhance family well-being. While many of these programs are governed by administrative rules, some are not. The 2025 Regulatory Agenda will focus on programs and services with existing rules and those areas where the Executive Director has authority to create, revise, or repeal rules. Please submit your recommendations via email to CDEC_Rulemaking@state.co.us by Monday, September 9, 2024.
Here are some questions to consider when making recommendations for new or revised rules to include in the 2025 Regulatory Agenda:
- What specific challenges or issues in your community are influenced by CDEC’s administrative rules?
- How do CDEC’s administrative rules impact your community and the effectiveness of its programs?
- Are there particular rules that need revision to better address current problems or improve outcomes?
- What new rulemaking opportunities should CDEC explore to enhance its programs and services?
- Are there any gaps in the current rules that should be filled to better support families and children?
- What potential benefits or drawbacks do you foresee from revising or adding rules?
- How can the rulemaking process be improved to better engage stakeholders and meet community needs?

The purpose of the Child Care Construction Guidebooks is to inform and assist in navigating the many layers of construction projects as they relate to building and or expanding child care. First-in-the-Nation Grants and Training Program for FFN
Colorado Statewide Parent Coalition (CSPC) will administer CDEC's historic, first-in-the-nation grants and training program for Family, Friend, & Neighbor (FFN) providers across the state.
Eligible FFN providers can receive research-informed, culturally-informed training and technical assistance, as well as material grants valued up to $950 to improve the quality, health, and safety of child care environments.
We are thrilled to support our FFN providers in creating the best possible care for Colorado's children.
