Recently Adopted Rules
On March 28, 2024, the Executive Director adopted the proposed Quality Standards rules (Adopted Redline | Adopted Clean) for the Colorado Universal Preschool Program (UPK). The adopted UPK Quality Standards rules will presumably become effective on May 30, 2024.
Upcoming Proposed Rules
The Division of Early Learning, Licensing, and Administration (DELLA) recently conducted a comprehensive review of all the School Aged Child Care (SACC) rules to determine if the rules should be continued in their current form, modified, or repealed consistent with the requirements of section 24-4-103.3, C.R.S. The proposed revisions to the SACC rules (Redline Draft | Clean Draft) are expected to be reviewed by the RAC County Subcommittee on May 2, 2024; and by the Rules Advisory Council (RAC) on May 9, 2024.

CCCAP Provider Resources Flyer
The CCCAP Team is happy to announce the release of the CCCAP Provider Resources Flyer! This flyer serves as a document that details the variety of free training materials and resources that are available to support our CCCAP Providers. There are links to each item with a short description of what the resource provides. The flyer is available in both English and Spanish.

Childcare Licensing Incentive Bonus
If your childcare business was licensed after March 11, 2021, you may be eligible for the Licensing Incentive Bonus ($5000 for centers and home or $500 for qualified exempt providers)!
Metrix IQ sent you an individualized application on Friday, March 15th. This application must be completed in order to receive this bonus.
These funds need to be spent by September 30, 2024. All expense documentation must be retained for a minimum of 3 years after the grant period ends on September 30, 2024. Your licensing specialist and your early childhood council.
Please note: If you already received the Licensing Bonus, you are not eligible.

No-cost Business Consultation and Training for Child Care Providers
Small Business Development Center (SBDC) business experts are available to meet one-on-one with child care center and family child care home professionals to discuss their business needs, including budget concerns, emergency planning, technical assistance, and more. Consultation is available in English and Spanish. This service is offered at no cost to providers! Find the local SBDC offering this service in your county.
Registration is now open for the business training below, and new trainings are added regularly.
This work is responsive to Colorado Shines Brighter strategy 5.1.2 Business Practices.
It’s tax time!
Many Coloradans are eligible for tax credits like the Child Tax Credit (CTC) and the Earned Income Tax Credit (EITC), but nearly a quarter of eligible people miss out. You do not need to make much money to get CTC or EITC, but you must file a federal tax return to receive these credits. And in 2024 only, eligible Coloradans can receive a TABOR refund of $800 or up to $1,600 for two qualifying individuals filing jointly!

2024 Southern Colorado Early Childhood Business Conference
Join us for the 3rd Annual Southern Colorado Early Childhood Business Conference hosted by the Southern Colorado Small Business Development Center, Children First, Pueblo’s Early Childhood Council, and the Colorado Department of Early Childhood.
The Early Childhood Business Conference will offer information and resources for child care providers and child care businesses, and link them to helpful services offered by various local organizations. Attendees will be able to earn PDIS credit!

New Early Childhood Colorado Framework Launched!
The Early Childhood Leadership Commission, in partnership with early childhood partners from throughout the state, is excited to share the refreshed Early Childhood Colorado Framework (English | Spanish | Arabic).
The newly refreshed Framework provides a unifying model to envision what the future could look like when all of Colorado’s children are valued, healthy, and thriving. Early childhood partners from across the state are invited to share the Framework and consider how it can be used to enhance their work within the early childhood system.
The Framework, along with tools for dissemination and use, can be found at www.earlychildhoodframework.org, and you can see a short video about the Framework here.

ECLC Released 2023 Annual Report
The Early Childhood Leadership Commission (ECLC) released their twelfth annual report, which shares the work of the ECLC and their many early childhood partners from throughout the state to ensure that all of Colorado’s children are valued, healthy, and thriving.
The report details the accomplishments of the ECLC and its partners, including the release of the ECLC 10-year Strategic Plan and the refresh of the Early Childhood Colorado Framework, and details the work of the ECLC Subcommittees, Working Groups, and state agency partners to advance the state’s shared vision.

NEW! Transitions Resources on the CDEC Website
Spring is typically associated with new beginnings, as it marks the transition from snowy days to new growth. Recently, CDEC added resources to support adults and young children as they transition to and from new learning environments. You can find these resources on the CDEC Website under the "For Provider" and "Families" tabs. Look for the "Marketplace - Transitions During the Early Years” section. Moving to kindergarten is a significant milestone for those who care for young children, and The Marketplace has many resources to support you. On the webpage, you'll find two sections: "Ready Families and Communities" and "Ready Programs," both of which contain valuable information and resources to help children, families, the sending side (early care and education mixed delivery system), and the receiving side (kindergarten teachers and administration) during transitions.
