2026 Edward Byrne Memorial Justice Assistance Grant Funding Opportunity Opens June 1
Overview
The Office of Adult and Juvenile Justice Assistance (OAJJA), Colorado Division of Criminal Justice (DCJ), is pleased to announce the opening of its annual funding opportunity for the Edward Byrne Memorial Justice Assistance Grant (JAG) Program on Monday, June 1st. The purpose of JAG funds is to support activities that prevent and control crime and improve the criminal justice system. JAG is a grant program of the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance (BJA), funding from which OAJJA administers and passes through to eligible organizations. CO's Governor appointed JAG Board provides OAJJA with guidance and oversight of the grant program. The JAG Board are “Champions for equitable resources”, creating safer communities for Colorado. Their goal is to support the implementation of sustainable programs, or to provide resources that prevent or reduce or address crime, delinquency, recidivism, or improve outcomes for those affected by crime, using innovative, multidisciplinary, evidence-based, promising or best practices.
JAG funds can be used by state and local governmental agencies for technical assistance, training, personnel, equipment, supplies, contractual support, and information systems for criminal justice for any one or more of the following Purpose Areas:

- Law Enforcement
- Prosecution, Court, and Indigent Defense
- Prevention and Education
- Corrections and Community Corrections
- Drug Treatment and Drug Enforcement
- Planning, Evaluation, Technology Improvement
- Crime Victims and Witness Protection
- Mental Health Programs
- Implementation of State Crisis Intervention Court Proceedings and Related Programs or Initiatives, but not limited to, mental health courts, drug courts, veterans’ courts, and extreme risk protection order programs.
- Programs to purchase and operate unmanned aircraft systems (as defined in section 44801 of title 49, United States Code) to benefit public safety
- Programs to purchase and operate counter-UAS systems (as defined in section 44801 of title 49, United States Code) included on the list of technologies established by subsection (d)(2)(A)(iii) section 210G of the Homeland Security Act of 2002 (6 U.S.C. 124n(d)(2)(A)(iii)) to exercise the authority granted under subsection (a)(2) of such section.

- Behavioral Health Programs that prevent and/or Reduce Criminality Related to Substance Use and/or Mental Health Disorders
- Community-Based Violence Intervention including Juvenile Gun Violence

Eligibility
Units of government at the municipal, county, and state level, including special districts, and recognized Native American tribal governments, may apply to the Office of Adult and Juvenile Justice Assistance, Division of Criminal Justice, for a JAG grant.
Additionally, non-profit organizations that conduct public safety projects which complement law enforcement and other government efforts. This can include organizations engaging in community violence intervention work within local communities and neighborhoods, as well as those providing support within the criminal legal system.
Continuation Applicants
Applicants who are applying for continuation funds or expecting to apply for continuation funding in future years for the same project will be expected to apply annually. Effective with grant awards that begin their first year in 2027, new applicants may receive up to 36 months of funding.

Funding Details

Total Available: Approximately $3,300,000 is available for 2026 JAG awards.

Award Period: April 1, 2027 - March 31, 2028.

Cost Sharing (Match): Although match is not a requirement with this funding, the JAG Board highly encourages applicants to show a commitment from either state or local governments, a portion of a direct JAG award from BJA (for eligible jurisdictions), or other partner organizations through other funding committed to this project. This additional project funding will need to be identified and documented in the application.
Funding Restrictions
JAG funds CANNOT be used for:
Category A - Strictly Prohibited
The use of JAG funds for the purchase or transfer of any item listed in Category A is strictly prohibited.
- Any direct or indirect use of JAG award funds to provide any security enhancements or any equipment to any nongovernmental entity that is not engaged in criminal justice or public safety.
Category B - Statutorily Prohibited without Waiver
The use of JAG funds for the purchase of items listed in Category B is prohibited unless the Department of Justice first certifies in writing that extraordinary and exigent circumstances exist that make the use of JAG award funds to provide such matters essential to the maintenance of public safety and good order.
- Vehicles (excluding police cruisers when used in the ordinary course of routine police patrol), vessels (excluding police boats), or aircraft (excluding police helicopters).
- “Vehicles” includes, without limitation: buses / recreational vehicles; trucks, including pickup trucks; vans, including passenger vans; motorcycles; sport utility vehicles (SUVs); Segways; golf carts; all-terrain vehicles (ATVs); utility task vehicles (UTVs); and similar items - when and if applicable state or local law requires licensing or registration of such items.
- “Vessels” includes, without limitation: any form of boat or watercraft capable of holding or transporting instruments, other cargo and/or at least one person.
- “Aircraft” includes, without limitation: any craft designed to move instruments, other cargo, and/or at least one person through the air, such as helicopters or airplanes (rotary-wing or fixed-wing aircraft).
Unmanned aerial systems (UAS) and unmanned aerial vehicles (UAV) are not included on the Prohibited List but have additional legal restrictions. UAS/UAV may be acquired with JAG funds only if the recipient or subrecipient, as applicable, requests and is granted prior express approval from BJA, consistent with requirements specific to UAS/UAV purchases. - Pre-existing Multi-Jurisdictional Drug Task Force activities.

Limitations
- Applicants without a purchasing policy/price agreement must use the State of Colorado’s Price Agreement as a guideline for the allowable amount that may be requested for each piece of equipment. If the item requested is higher than the State Price Agreement, the JAG Board will consider the request on a case-by-case basis.
- Applicants requesting funds to purchase equipment and related software costs: JAG funds can only be requested for equipment and one (1) year of subscription costs. A quote must be included at the time of application.
- Warranties are limited to one year unless included in a bundle package. A quote must be included at the time of application.
- Computers (includes both laptops and desktops) – maximum federal funds applicants can request is $2,000 per unit (this does not include Mobile Data Terminals).

How To Apply
Applications must be submitted online through the DCJ grant management system, Fluxx. To apply, log into Fluxx, click on “Apply for Funding”, and click on “Apply Now for a 2026 JAG Grant”. The application will be open June 1 through July 10, 2026 at 11:59 PM. Support from DCJ and OAJJA ends at 5:00 PM on July 10, 2026.
