2026 Byrne State Crisis Intervention Program Funding Opportunity Opens June 1
Overview
The Office of Adult and Juvenile Justice Assistance (OAJJA), Colorado Division of Criminal Justice (DCJ), is pleased to announce the opening of its annual funding opportunity for the Byrne State Crisis Intervention Program (SCIP) grant program on Monday, June 1st. Byrne SCIP provides funds for the creation, implementation, or enhancement of state crisis intervention court proceedings and related programs or initiatives*, including, but not limited to, extreme risk protection order programs, as well as mental health courts, drug courts, and veterans’ treatment courts. Byrne SCIP focuses on gun violence and the programs and initiatives that target the risk factors likely to lead to this kind of violence. Byrne SCIP is a grant program of the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance (BJA), funding from which OAJJA administers and passes through to eligible organizations.
*“Related programs or initiatives” refers to those programs or initiatives that have a direct connection to crisis intervention. Programs or initiatives that are solely focused on non-crisis intervention activities and have no reasonable relationship or rational connection to the intervention of a crisis would not be considered crisis intervention. Related programs or initiatives can include certain court-based programs, programs that deflect or divert individuals to behavioral health services, and gun safety programs. Such programs or initiatives can include, but are not limited to:
Referrals to Community-based Services for People in Crisis:
- Pre-arrest law enforcement and first responder deflection.
- Assertive community treatment.
- Behavioral threat assessment programs and related training.
- Triage services, mobile crisis units (both co-responder and civilian only), and peer support specialists.
- Suicide and crisis prevention and referral to services.
Funding for Law Enforcement Crisis Intervention Programs or Initiatives:
- Personnel, supplies, and other related costs for crisis intervention officers or co-responders.
- Development and/or delivery of specialized training, including crisis response and intervention training, and overtime for officers to attend such training.
- Training for school resource officers on identifying youth at risk for gun violence.
- Supplies, equipment, technology, and training to safely secure, store, track, and return relinquished guns, such as gun locks and storage for individuals and businesses and software or other technologies to track relinquished guns.
- Systems purchase or enhancement to facilitate service and/or tracking of ERPOs.
Extreme Risk Protection Order (ERPO) Programs:
- Implementing ERPO Programs – an extreme risk protection order empowers law enforcement, and in some states, family members, health care providers, and others to petition a court for a civil order that temporarily prevents a person from accessing firearms if they are found to be a danger to themselves.
Related Court-based Programming:
- Expand the capacity of existing drug, mental health, and veterans’ treatment courts, including to assist clients who are most likely to commit or become victims of gun crimes.
- Programming and training on domestic violence cases and related protection orders, including relinquishment of firearms.
- Development and implementation of validated gun violence risk assessment tools, enhancement of existing tools and service case management and navigation programs to assess the risks and needs of clients and connect them to critical services to mitigate their risk of gun violence and enhance their access to effective interventions.
- Threat assessment training for prosecutors, judges, law enforcement, and public defenders.
Eligibility
Units of local government (city, county, township, town, or certain federally recognized American Indian tribes) may apply to OAJJA for a Byrne SCIP grant. Applicants may include but are not limited to courts (district, county, municipal, and tribal), law enforcement, public health departments, behavioral health, district attorney’s offices, public defender’s offices, probation offices, emergency communication, etc.

Total Available: Approximately $1,141,000 is available for 2026 Byrne SCIP awards.

Anticipated Award Range: $40,000 - $250,000 per local government agency.

Award Period: April 1, 2027 - March 31, 2028.

Cost Sharing (Match): There is no cost sharing (match) requirement under the Byrne SCIP Grant Program.
Funding Restrictions
Byrne SCIP funds CANNOT be used for:
- More than 10 percent of direct administrative costs of the project. Indirect costs are not part of the 10 percent limit on direct administrative costs.
- Prizes, rewards, entertainment, trinkets (or any type of monetary incentive)
- Client stipends
- Gift cards
- Food and beverage
- Lobbying
- Supplanting
- Matching Funds
How To Apply
Applications must be submitted online through the DCJ grant management system, Fluxx. To apply, log into Fluxx, click on “Apply for Funding”, and click on “Apply Now for 2026 Byrne SCIP Grant”. The application will be open June 1 through July 10, 2026 at 11:59 PM. DCJ support ends at 5:00 PM on July 10, 2026.
If you are a current or past recipient of grant funding from DCJ, your organization should have a Fluxx account to which the Moderator of the account may add you.
