The COSAK Track system was launched in June 2025. This system allows victims of sexual assault to anonymously monitor the status and location of their sexual assault evidence kit; obtain information about resources and locate law enforcement contact information. The semi-annual report is available on the COSAK Track website. Victims can learn more about tracking their kit and access additional resources on the TrackIt website.
Compliance Corner
Policies: Do You Have What It Takes?
Managing grants may seem straightforward, but a common pitfall for grantees is lacking the proper policies and procedures. Does your organization have the necessary framework in place?
Grants always come with "strings attached." Beyond reporting and documentation, you must maintain specific policies mandated by Title 2 of the Code of Federal Regulations (2 CFR)—the Uniform Guidance governing administrative, cost, and audit rules.
Federal Requirements (2 CFR)
-
Financial Management:
-
Procurement:
- purchasing standards (Even if you aren't currently making purchases with grant funds, you are still required to have purchasing policies (including thresholds)) (§ 200.318)
- conflict of interest disclosures. (§ 200.318(c)(1))
-
Personnel & Compensation:
-
Administrative & Compliance:
- travel (§ 200.475)
- subrecipient monitoring (if you’re acting as a pass-through of funds, you have subrecipients) (§ 200.332)
- whistleblower protections (§ 200.217)
- cybersecurity/PII protection (§ 200.303(e))
Department of Justice (DOJ) Specifics
If your federal funding flows through the DOJ, you must comply with both 2 CFR and specific DOJ requirements, including:
- Confidentiality
- Suitability to Interact with Minors
State Grants & Colorado Revised Statutes (C.R.S.)
Operating under a state grant? Requirements still apply. These are outlined within your specific grant agreement and detailed within your specific grant agreement - see Exhibit B (Grant Requirements) and Exhibit C (Special Conditions) along with the Colorado Revised Statutes. For example, C.R.S. requires a policy for the Protection of Personally Identifiable Information (PII).
Take Action: Conduct an Inventory
Unsure where you stand? Now is the time to audit your policy library. If you find a gap, don't reinvent the wheel—reach out to OVP’s monitors for samples and guidance.
