Action Required for CVS CY 2026 Grantees
The Division of Criminal Justice (DCJ) is in the process of transitioning from ZoomGrants to Fluxx, the Division's new grants management system (GMS). CY26 CVS grantee data has been migrated into the new Fluxx system and an account has been created for all project officials and primary contacts using their email address as the username. OVP is asking that all project officials and primary contacts complete the set up of their accounts - your username will be your email and you can create a password by using the "Forgot Password" option on the Fluxx login page. Additional instructions are available on the How to Log In to Fluxx Job Aid. *Please note, at this point, no active grants will be listed in your profile as we are still entering the details of your CY26 grant award.
Project officials and primary contacts for State VALE Grants, including those also listed as a project official or primary contact on a CY 2026 CVS grant, can disregard this message if they have already completed the set up of their Fluxx account. If an individual who already has an established Fluxx account, has received an email about creating a Fluxx account with a different email address, please notify cvsgrants@state.co.us for further guidance.

Update on CVS CY 2027 Funds
The Crime Victim Services Advisory Board (CVSAB) made decisions regarding next steps for CVS funding (VOCA, VAWA, SASP or General Funds) for Calendar Year 2027 (CY 2027). See details below:
Organizations that received a CVS award for Calendar Year 2026 (CY 2026): These grants will be extended through CY 2027 at the same level (e.g. if a program was awarded $50,000 for CY 2026, they will receive an award for $50,000 in CY 2027).
Organizations not awarded a CVS grant for CY 2026: Organizations who did not apply or were denied funding for CVS CY 2026 can apply for funds for CY 2027 in a limited funding opportunity via the new Fluxx Grant Management System. CVS CY 2027 Applicants will need to create a Fluxx account by 2.23.26. Additional information and instructions for creating a new organizational profile is available in the Fluxx- New Organizations job aid.

Reminder about End of Year Grant Expenses
Current CVS Grants (VOCA, VAWA, SASP, and General Funds) end 12.31.2025. Grant awards for Calendar Year 2026 will begin 1.1.2026 and are NOT a continuation of current awards, but new separate awards. This means only grant-funded expenses incurred through 12.31.2025 should be requested in your agency's Quarter 8 (Oct-December 2025) reimbursement request. Please pay special attention to payroll periods that overlap between calendar years, as these will need to be prorated to ensure you are not including payroll expenses (i.e. hours worked, etc.) from January 2026.
Message from DCJ Director Matt Lunn
As part of my commitment to keeping everyone informed as we navigate changes at the federal level, I have some good news to pass along.
In October, Colorado and others led a coalition of states to challenge new conditions placed on the Victims of Crime Act (VOCA), Violence Against Women Act (VAWA), and other DOJ grant funds. Specifically, the states challenged the DOJ’s updated issuance of their Grants Financial Guide providing that agency grant funds cannot be used to provide legal services to certain immigrants.
As a result of this challenge, the parties have agreed to settle the case on the basis that the Unallowable Costs provision governing ‘Legal Services for Aliens’ does not apply to VOCA Victim Assistance or VAWA grants.
This is a huge win as Colorado does not use any other DOJ grants for legal services. Maintaining these funds will allow Colorado to continue doing the great work you are doing without making changes to your scope and purpose.

The Crime Victim Services (CVS) Advisory Board is a 28-member board appointed by the Executive Director of the Colorado Department of Public Safety. The Board acts in an advisory capacity to the Department and the Division of Criminal Justice in making grant funding recommendations regarding State VALE, SASP, VAWA, and VOCA crime victim assistance projects.
The CVS Advisory Board is seeking applications for the following representatives:
- Victims Compensation Board Representative
- Ute Mountain Ute Tribal Government Representative
- Southern Ute Tribal Government Representative
- Local VALE Board Member Representative
