FY27 State VALE Funding Opportunity Applications Due
Applications for the FY27 State VALE Funding Opportunity are due November 14, 2025! Application materials and additional information are available on our Open Funding Opportunities webpage.
State VALE Applications must focus on developing, delivering, and/or coordinating a Victim Services Training Series in multiple areas of the state and/or Statewide Victim-Services related conference for victim services professionals in Colorado.
Grant Management System Update for CVS Grantees
The Division of Criminal Justice (DCJ) is in the process of transitioning from ZoomGrants to Fluxx, the Division's new grants management system (GMS). Grantee data will be migrated into the new Fluxx system over the next few months, during which time data in Fluxx may appear incomplete. Please disregard any automated messages received from Fluxx as a result of the data migration, as no action is required at this time. The Grants Team will reach out to grantees when action is required in Fluxx.
State VALE Grantees have already been transitioned to Fluxx and can disregard this message. Please email questions or concerns to cvsgrants@state.co.us.
OVP's Manager Receives Leadership Award
Kelly Kissell, Manager of the Office for Victims Programs, received the Colorado Organization for Victim Assistance's (COVA) Exemplary Leadership Award. The Exemplary Leadership Award is awarded to an individual who has provided outstanding leadership at the statewide level to the victims’ movement. The awards ceremony took place at the 2025 Annual COVA conference. Members of Kelly's family, OVP staff, and DCJ leadership were excited to surprise her with their attendance at the awards ceremony.

Victim Services Coalition Funding Survey
The four leading victim service coalitions – Colorado Children’s Alliance, Colorado Coalition Against Sexual Assault, Colorado Organization for Victim Assistance, and Violence Free Colorado - are gathering data to share the needs of survivors and agencies serving survivors with our elected leaders, foundation funders, and more. This 10 to 20 minute survey will give them insight into how the funding crisis is directly impacting programs and survivors. This information will be turned into a report that will be distributed to programs as they advocate for additional funding streams.

Join the CVS Advisory Board
The Crime Victim Services (CVS) Advisory Board is a 28-member board appointed by the Executive Director of the Colorado Department of Public Safety. The Board acts in an advisory capacity to the Department and the Division of Criminal Justice in making grant funding recommendations regarding State VALE, SASP, VAWA, and VOCA crime victim assistance projects.
The CVS Advisory Board is seeking applications for the following representatives:
- Victims Compensation Board Representative
- Ute Mountain Ute Tribal Government Representative
- Southern Ute Tribal Government Representative
- Local VALE Board Member Representative

Free Resources
- Mile High United Way offers a 211 Help Center that is a multilingual and confidential service. This service connects individuals to critical resources including food, shelter, rental assistance, childcare, and more.
- Healing Justice has launched a new Post-Conviction Resource Center, which contains numerous resources for survivors as well as a Colorado specific resource guide.
- The Office of Gun Violence Prevention has launched a new e-learning course and a toolkit about Extreme Risk Protection Orders. These resources are intended to educate Colorado health care and mental health professionals. Additionally, K-12 and Higher Education specific trainings are available.
