Deadline for Q8 Budget Modifications is October 31st: If your agency plans to request a budget modification for your current CVS grant award (ends December 31, 2025), please plan to submit your budget modification along with your Quarter 7 reports (due October 15, 2025). Budget modifications will not be accepted after October 31st, 2025.

Message from DCJ Director Lunn
It is important that you all hear directly from me on two issues: federal funds lawsuit and the federal shutdown.
First, I signed a declaration on behalf of DCJ, DCJ grantees and the community members we support for a lawsuit filed by the state of Colorado on Wednesday, October 1. The lawsuit that Colorado is co-leading challenges a rule barring states from using Victims of Crime Act (VOCA) and Violence Against Women Act (VAWA) grant funds to provide services to undocumented immigrants. While the declaration itself is a formal legal document, it is important to share what drives our work behind it: Our deep commitment to the people we serve. Every person who calls Colorado home deserves access to resources that help them heal, rebuild, and move forward after experiencing harm.
DCJ is proud to stand at the forefront of this effort, working alongside partners from across the country. With this lawsuit, the state of Colorado is sending a clear message that funding for victims’ services is not optional. It is essential. These programs are the backbone of safety and healing in our communities, creating safer communities, and we will continue to fight to ensure they remain accessible for all.
Second, the federal government has entered a shutdown because Congress has not agreed on spending bills or a continuing resolution. The deadlock stems from disagreements in Congress over funding levels and policy priorities. At this time, our daily work at the Division of Criminal Justice continues as normal. Programs and operations remain in place, and we do not anticipate immediate changes.
With both of these issues, our Division’s dedication to supporting all of you who do such important work across our great state remains steadfast. If you have any questions or concerns, do not hesitate to reach out to me directly.

Grant Management System Update for CVS Grantees
The Division of Criminal Justice (DCJ) is in the process of transitioning from ZoomGrants to Fluxx, the Division's new grants management system (GMS). Grantee data will be migrated into the new Fluxx system over the next few months, during which time data in Fluxx may appear incomplete. Please disregard any automated messages received from Fluxx as a result of the data migration, as no action is required at this time. The Grants Team will reach out to grantees when action is required in Fluxx.
State VALE Grantees have already been transitioned to Fluxx and can disregard this message. Please email questions or concerns to cvsgrants@state.co.us.
FY27 State VALE Funding Opportunity
The FY27 State VALE Funding Opportunity will launch on October 13, 2025 with a submission deadline of November 14, 2025. Application materials and additional information will be released on our Open Funding Opportunities webpage. Registration is open for the State VALE Application Webinar, which will be held on October 20th, 2025 at 1:00PM.
State VALE Applications must focus on developing, delivering, and/or coordinating a Victim Services Training Series in multiple areas of the state and/or Statewide Victim-Services related conference for victim services professionals in Colorado.
Needs Assessment Survey
The Office for Victims Programs and the 2026 CO S.T.O.P. VAWA Implementation Planning Committee would like your input as they prepare the S.T.O.P VAWA Implementation Plan report. If you are an employee or volunteer of an agency that either directly or indirectly works with victims/survivors of domestic violence, sexual assault, stalking, and/or teen dating violence, please take our Needs Assessment Survey by clicking the link.
The survey aims to gather feedback from those who are providing services to crime victims/survivors throughout the state to gain a better understanding of barriers to providing services, unmet needs of crime victims/survivors, and communities that may currently be underserved by existing victim services.
The survey is available in both English and Spanish and can be accessed by clicking the survey link. All responses must be submitted by the end of the day on Friday, October 10, 2025.

Domestic Violence Awareness Month
October is Domestic Violence Awareness Month (DVAM). DVAM is an opportunity to uplift the voices of survivors and supporters and engage in a national conversation about domestic violence to help change the narrative on this important topic.
October 16th is Wear Purple Day! Purple is the awareness color of domestic violence. Coordinate a Wear Purple Day on your own or with your friends, family, or coworkers. Take a pic and share your participation on our LinkedIn account.

Check out DCJ's new podcast available on YouTube. Each episode brings the listener inside the work of DCJ and the voices of those in the community making a difference. Join the CVS Advisory Board
The Crime Victim Services (CVS) Advisory Board is a 28-member board appointed by the Executive Director of the Colorado Department of Public Safety. The Board acts in an advisory capacity to the Department and the Division of Criminal Justice in making grant funding recommendations regarding State VALE, SASP, VAWA, and VOCA crime victim assistance projects.
The CVS Advisory Board is seeking applications for the following representatives:

- Southern Ute Tribal Government Representative
- Local VALE Board Member Representative
