Need help with your Application for the CY 2026 Crime Victim Services (CVS) Grant Program Funds?
- Free assistance on completing your application (narratives, budget, etc.) is available to applicants through contracted consultants.
- Professional consultants with grant writing experience will talk or email with you about your application responses.
- Questions can be submitted via email to cvsgrantshelpline@gmail.com from January 22, 2025 to March 14, 2025 (*Please note that questions to the Helpline must be submitted no later than 5:00 p.m. on March 13, 2025 to allow sufficient response time).

Future Transition to Fluxx: The Division of Criminal Justice (DCJ) is in the process of transitioning from ZoomGrants to Fluxx, the Division's new grants management system (GMS). While CVS grantees will not be applying in and/or conducting post-award activities in the system until CY2026, some applicant and grantee data will be migrated into the new Fluxx system over the next several months, which may cause organizations to receive automated communications from the system. NO ACTION IS REQUIRED AT THIS TIME. The Grants Team will reach out to grantees when and if action is required in the new GMS system. Please email questions or concerns to cvsgrants@state.co.us.

ZoomGrants Reminder: As a reminder, Account Owners must log in to ZoomGrants and add collaborators in order for those individuals to have access to everything they need. This includes the ability to submit quarterly reports. Access the Adding Collaborators Job Aid for instructions.

Reminder about calculating fringe: All expenses charged to your CVS grant award should be based on actual expenses, not estimates - this also applies to fringe benefits. Fringe expenses charged to the grant award should be calculated by taking the actual fringe cost for the period and then applying the percentage in accordance with your approved Grant Budget.

For CY 2025 VOCA Grantees: OVP Staff are in the process of entering Subgrant Award Information (SAR) into the Federal OVC PMT system for your CY 2025 VOCA grant. In the coming weeks, the point of contact listed in the PMT system will get an email with the subject line: Subgrant Award Report (SAR) for 2024-VA-25-xxx-xx has been Approved. NO ACTION IS REQUIRED AT THIS TIME. The first PMT report for your CY 2025 VOCA grant is due 4.15.2025.

2025 National Crime Victims’ Rights Week
Opportunity for Victims/Survivors of Crime
The National Center for Victims of Crime (NCVC) will be launching a quarterly newsletter and presentation series for members of Congress aimed at helping lawmakers understand which issues are most important to victims and survivors of crime across the United States. To do this, they are holding virtual listening sessions with survivors of crime.
NCVC is currently seeking victims/survivors of crime interested in sharing their story. Survivors can express their interest in participating using the NCVC interest form. Participants will be compensated at the federal consultant rate.
Join the CVS Advisory Board
The Crime Victim Services (CVS) Advisory Board is a 28-member board appointed by the Executive Director of the Colorado Department of Public Safety. The Board acts in an advisory capacity to the Department and the Division of Criminal Justice in making grant funding recommendations regarding State VALE, SASP, VAWA, and VOCA crime victim assistance projects.
The CVS Advisory Board is seeking applications for the following representatives:
- Administrator of Victims and Witnesses Assistance from a District Attorney’s Office Representative- Applicants for this position should apply by March 14th!
- Tribal Representative from the Ute Mountain Ute Tribe
- Tribal Representative from the Southern Ute Tribe
- Local VALE Board Member Representative
- Elected District Attorney, Assistant District Attorney, or a Chief Deputy District Attorney Representative

DOJ Guidelines for the Prosecution of Domestic Violence and Sexual Assault - Principle 2 of 5
Recently the US Department of Justice released their new DOJ Framework for Prosecutors to Strengthen Our National Response to Sexual Assault and Domestic Violence Involving Adult Victims. The framework sets out five guiding principles for prosecutors to use that combine decades of prosecutorial experience with a strong focus on trauma-informed, healing-centered practices.
We will be featuring each of the five principles in our newsletter over the next few months. We encourage you to look at the framework in its entirety and learn how your programs and those you serve can support and benefit from these new guidelines.
Principle #2
Meet the victim (where they are) and work with the investigators and victim specialists to do so.
Prosecutor's should meet with victims as soon as possible to evaluate, learn, collaborate, and assess viability. Building a relationship with the victim will increase their willingness to participate and juries can sense if trust has been developed.
Cultural Humility Is Essential: Collaborate with Victim Specialists and Advocates
Cultural Humility A victim specialist or advocate that shares cultural traits with the victim can increase their comfort and trust level. Advocates and victim specialists can also dedicate time to see that victims are informed and comfortable, increasing their ability to participate in the trial process.
Meeting With Victims Requires Patience, a Plan, and a Purpose
Prosecutors should meet with victims at a time and place that is convenient and safe for the victim. They should also be prepared to meet multiple times, taking care not to rush the disclosure process. Resistance and hesitance make sense and should be expected.
