New Federal Rules Changes Who Can Get Financial Help
Starting Jan. 1, 2027, new federal rules limit who can get help paying for a Connect for Health Colorado plan. This help includes:
- Advance premium tax credits, which lower the monthly cost
- Cost-sharing reductions, which lower what people pay when they get care, like copays and deductibles
- Colorado Premium Assistance
Only these groups will still be able to get this help:
- U.S. citizens and U.S. nationals
- Lawful permanent residents, also called green card holders
- Cuban and Haitian entrants
- People from Palau, the Marshall Islands, and Micronesia who live in the U.S. under the Compact of Free Association (COFA)
Connect for Health Colorado will send a notice to affected clients before open enrollment starts. These clients may still be able to buy a plan at full price.

Colorado Premium Assistance Is Back
Colorado Premium Assistance lowers the premium, which is the amount people pay each month for their health plan. It gives a set discount of:
- $70 a month for the first person in the household
-
$25 a month for each other person in the household
To qualify, people must be able to get premium tax credits and earn 400% of the Federal Poverty Level (FPL) or less. For example, 400% of the FPL is $63,840 a year for one person and $132,000 a year for a family of four.
This money does not count as income. People don't need to report it on their taxes.

Omnisalud Changes
OmniSalud offers health coverage through Colorado Connect for people who can't get coverage through Connect for Health Colorado because of their immigration status.
For 2027, there are about 6,700 spots in low-cost OmniSalud plans. These plans are officially called SilverEnhanced Savings plans.
Clients who have a low-cost OmniSalud plan now get first priority, but they must renew between Nov. 1 and Nov. 30 to keep their spot.
Clients who want a low-cost OmniSalud plan can enter a lottery between Nov. 1 and Nov. 30. Any spots left after Nov. 30 will be given out through a random drawing on Dec. 1.
- Starting in 2027, low-cost OmniSalud plans cost $15 a month for each person in the household.
- People who aren't picked in the lottery, or who don't qualify for a low-cost plan, can still buy a plan through Colorado Connect.
