The State of Colorado recently received a series of federal notices that would affect funding for some key Human Services programs, including:
These letters outline how the federal government is temporarily freezing certain funding streams for Colorado (this is also happening in four other states). The freeze affects TANF, CCAP, and the Social Services Block Grant, which includes a small percentage of Child Welfare funding.
This decision is tied to federal concerns about “fraud, waste, and abuse.” The feds are asking states for detailed client data — including names, birthdates, and Social Security numbers — to verify eligibility. While benefits and services currently remain unchanged, these letters are promoting a false narrative that puts these essential services and supports at risk.
Some federal funds have already been sent to Colorado. This includes TANF and CCAP January distributions, as well as some portion of the annual SSBG. We don’t know yet if those could be frozen or taken back.
Again, there is currently no impact on community member benefits or eligibility. Communications for community members who receive benefits are also being developed to update people on the situation and let them know that nothing is changing right now.
The five states have taken legal action, and Colorado has sought an immediate Temporary Restraining Order to address the freeze. We're working closely with the state, federal delegation, and our commissioners to review the situation and understand next steps. We will share updates as soon as we have more information.
