Boulder County Works to Address Budget Shortfall
A press release went to the community on Monday, Sept. 29, outlining some changes to county services and budgets that will impact our community. There will be impacts to the Boulder County Area Agency on Aging.
"In a difficult economic environment, the Boulder County Commissioners are working with senior leadership and the Office of Financial Management to address the county’s structural budget deficit.
Current projections are that county spending will soon outpace county revenue. To address this structural deficit in the county’s General Fund, the county will need to find a total of $30 million - $40 million in savings over the next three years: 2026, 2027, and 2028. Seventy percent of the General Fund expense budget is personnel.
Uncertainty around federal and state funding continues to put pressure on an already challenging economic situation with rising inflation and uncertainty around future revenue from property taxes and sales and use taxes.
Through the county’s annual budget process – which began in May and concludes in December – county leaders are taking a thoughtful approach to minimize disruptions to staff and community members. Unfortunately, in order to find the required savings, the commissioners have had to make the difficult decision to eliminate vacant positions and cut jobs for some existing employees."

Medicare Open Enrollment Begins Wednesday, Oct. 15
Medicare’s annual open enrollment runs from Oct. 15 through Dec. 7. During this time, people on Medicare can review and change their prescription drug plans (Part D) or Medicare Advantage plans (Part C). This is the only time of year to make these changes. Plans may raise or lower their costs, change what they cover, or switch which pharmacies they work with. Reviewing your current plan can help you find better coverage and save money in 2026.
Our Medicare counselors provide free, unbiased help. They can compare your current plan with other options. Last year, Boulder County’s State Health Insurance Assistance Program (SHIP) Medicare counselors helped Medicare beneficiaries save more than $746,000 by finding lower-cost plans with better coverage, reducing drug cost copays and coinsurance.

Alert 5 for Extra Help Beneficiaries: Some Medicare Part D beneficiaries will need to act to keep their Extra Help benefits in 2026. Starting in early September, the Social Security Administration (SSA) and Centers for Medicare & Medicaid Services (CMS) will be sending letters to some Medicare beneficiaries regarding the status of their Medicare Part D Extra Help benefits. If you are a Medicare beneficiary who receives one of these letters and does not respond to this September mailing, you risk losing your 2026 Extra Help Benefits. Ask a Caregiving Expert
Dear Caregiver Programs,
I live in New York, but my brother lives alone in Boulder County. When I went to visit my brother, the house was messy, laundry had not been done, and I am worried about my brother’s ability to take care of his home and himself. I can’t be there all the time. What do you suggest that I do?
Signed, Caregiver from Afar
Dear Reader,
We first want to commend you for recognizing that your brother is struggling to maintain his home and that you want to help, even if from a distance.
It sounds like you’re concerned about his well-being, and it’s great that you’re paying attention to the signs that something might not be quite right. A messy home, unwashed laundry, and other signs of neglect can sometimes indicate that someone is struggling—whether it’s due to physical health issues, cognitive changes, depression, or simply feeling overwhelmed.
Since you’re in New York and he’s in Boulder County, that distance can make it harder to keep an eye on things. You might consider the following steps:
-
Talk to Him Gently: Start with a compassionate conversation. Ask how he’s been feeling and whether he’s been having a hard time keeping up with daily tasks. Sometimes people are more open when the conversation is focused on their well-being rather than the state of the home. Perhaps you can frame this as supporting him in creating a long-term plan or organizing his thoughts around how he intends to age-in place.
-
Check for Underlying Issues: Is he managing any chronic health conditions? Has he seemed forgetful or confused? These could be signs of cognitive decline or other health problems that might need attention.
- See if you can be allowed to gather information around his financial and legal situation. Does he have a Medical Durable Power of Attorney? A Financial Power of Attorney? Advanced Directives? Does he receive Social Security and other retirement income that can help pay for services in the home?
-
Contact Local Support: Boulder County has aging services and caregiver resources that may be able to help. Depending on where in the county your brother resides, you might start by calling Boulder County Area Agency on Aging (303-441-1617) or look at their extensive online resource directory.
-
Explore Long-Distance Caregiving Options: It may be time to think about how you can support him from afar—possibly through home care services or hiring a care manager in Boulder County who can monitor and assist regularly. This could be a good time to set up meal delivery through Meals on Wheels or consider some in-home support like a Volunteer Visitor for companionship or getting him connected to a Senior Center for activities.
- If these steps do not help, consider a wellness check. If you’re seriously concerned about his safety or health, you could request a welfare check through the local non-emergency police line (City of Boulder: 303-441-3333, Boulder County Sherriff 303-441-4444). They can check in and ensure he’s okay. A question they will have concerns whether this disorganization is recent, or has he always lived this way. Older Adults need to be afforded the same agency and dignity they would have in their mid-life – and people tolerate different levels of cleanliness and disorder in their home. It is not appropriate to impose standards if he has always lived this way.
-
Educate yourself early about his specific health issues, if he has them (dementia, heart disease, Parkinson’s, etc.) so that you will be prepared to offer guidance or know when things change. It is always a good idea to take care of yourself, because even though you don’t live in Boulder, long distance caregivers are not immune from experiencing significant levels of stress just by virtue of feeling powerless. You should be able to get a list of Caregiver Support groups that serve your location in New York by checking with your local Senior Center or Area Agency on Aging.
Hopefully these ideas help address your concerns and bring you peace.
