Greetings, Community Members!

In addition to reminding everyone to turn back their clocks on Sunday when Daylight Savings ends, we want to give you an update on where we stand in terms of issuing payments from the Gross Reservoir Community Impact Mitigation Fund. 

We're roughly two-and-a-half months into receiving award claims and processing payments for more than half of all eligible households. The payment process involves multiple steps and departments, and while we're moving forward with claims as quickly as we can, the big rush we received in the first six weeks after the award letters were sent has made the turnaround time for those payments take longer than anticipated.

The good news is, we're nearly through the bulk of the rush of claims and are on track for being able to reduce the waiting times on claims going forward. 

I've outlined below details on how many claims have been received and the total amount of payments issued as of October 31, 2023.* 

Two important reminders:

  • For tax purposes, if you wish to ensure that you receive your payment in this year’s tax cycle (2023), please submit your claim by Nov. 15, 2023.
  • Remember, all claims must be requested by the deadline of April 30, 2024.

We'll be sending out reminders to households that haven't filed a claim by the end of the year. If you want to let us know that you're waiting until 2024 to file your claim, please send an email, and we'll remove your address from the end-of-year mailing.

We'll also do a final mailing 60 days from the April 30, 2024, deadline to make sure we haven't left anyone out of the loop for how they can claim a payment.

*If you submitted your claim before September 15 and have not received a payment, please send an email to grossreservoir@bouldercounty.gov so that we can research your payment. For all others, please expect 45 to 60 days from when you submitted your paperwork to when you receive a payment in the mail.

Update:

More than two-thirds of the approved $4 million in payments for Phase 1 of the Gross Reservoir Community Impact Mitigation Fund distribution have been–or are in the process of being–paid to nearly 60% of all eligible households. 

We are still awaiting about 40% of eligible award claims to be filed. It may be that some of you are waiting until calendar year 2024 to file, or it could be that you're still sitting on the paperwork until you have time to file it. Please remind your neighbors to contact us if they have any questions about how to file an award claim and receive payment.

More than half of all eligible households have filed a claim.

As of Oct. 31, 2023, Boulder County has received 236 claims (or 58%) from eligible households. Of those claims, 181 have been paid and 55 are in the pipeline still being processed.  Almost 170 claims remain unsubmitted.

More than two-thirds of the total allotment has been claimed.

Of the $4 million set aside for Phase 1 payments, a total of $2,699,721 (or 68%) has been paid–or is in the process of being paid–to households that have submitted claims.

1099s and Tax Year Questions

For tax purposes, if you wish to ensure that you receive your payment in this year’s tax cycle (2023), please submit your claim by Nov. 15, 2023.

  • Boulder County will mail you a 1099-G at the beginning of the calendar year following the year you received an award payment (i.e., claims paid in 2023 will receive a 1099-G at the beginning of 2024).
  • Claims received between November 16 and the end of the year may result in a payment being issued in tax year 2024. (i.e., claims submitted within this timeframe may have a check issued in either tax year, depending on processing time.)
  • If you wish to ensure that your payment is issued in tax year 2024, please wait until January 1 or later to submit your paperwork. 
  • Remember, all claims must be requested by the deadline of April 30, 2024.
