4:00 p.m. PUBLIC HEARING [Rescheduled from Thursday, April 1 at 5:00 PM] Parks & Open Space: Intergovernmental Agreement for Funding of Rocky Mountain Greenway Trail Crossings through the Federal Land Access Program. A request from Parks & Open Space that the Board of County Commissioners approve the Intergovernmental Agreement for funding Rocky Mountain Greenway Trail Crossings with Jefferson County and the Cities of Boulder, Westminster, and Arvada, in substantially the form presented to the Board, and authorize the Chairman of the Board to execute the IGA and any related documents with federal agencies required by the terms of the Federal Lands Access Program (FLAP) grant for the trail crossings. The IGA formalizes an arrangement for equitably funding the monetary match requirements of the FLAP grant to design and build two crossings for the Rocky Mountain Greenway trail in Jefferson and Boulder Counties into the Rocky Flats National Wildlife Refuge (RFNWR) at an estimated total cost of $3.93 million and an estimated cost to Boulder County of $89,894. Boulder County’s share will solely apply to an underpass of State Highway 128 that will create a safe crossing for trail users connecting from existing trails in Boulder County to the greenway in RFNWR. The Rocky Mountain Greenway currently extends from the Rocky Mountain Arsenal National Wildlife Refuge to Westminster and Jefferson County. Through the FLAP grant, the greenway would connect to RFNWR and then north into Boulder County; it is ultimately envisioned to reach Rocky Mountain National Park. The IGA includes a provision for funding a percentage share of future costs for additional radionuclide testing during construction as described in the agreement. 13. Office of Financial Management: 2021 budget supplemental on behalf of the Public Works Department in the amount of $1,101,243. The increase is related to identified and approved construction projects on the east boulder county HUB project (Lafayette) and other identified projects that were issued under the 2020 Certificate of Participation proceeds. The Office of Financial Management has received guidance on costs that are eligible to be funded by the 2020 COPs proceeds and will be funding all of the internal labor associated with the approved projects under the general reconstruction appropriation. 14. Office of Financial Management: 2021 budget supplemental on behalf of the Public Work Department in the amount of $4,000,000. The increase is related to continued construction improvement projects at the boulder county jail that were not completed by the end of FY2020. The Office of Financial Management has estimated that the fund as adequate fund balance in order to cover the requested increase. ACTION REQUESTED: Approval / Signature
15. Office of Financial Management: 2021 budget supplemental in the amount of $9,816,679. This increase request is related to a U.S. Department of the Treasury (Emergency Rental Assistance) award that was received in January of 2021.
